ROLL CALL a. Board Members Present: Diane Cohn, Kristin Fritz, Tatiana Zentner, Daphne Bear, John Singleton Jennifer Bray and Bob Pawlikowski. b. Staff Members Present: o Sue Beck-Ferkiss, Staff Liaison – City of Fort Collins o Meaghan Overton – City of Fort Collins o Taylor Reynolds, Minutes – City of Fort Collins o Libby Sparks – City of Fort Collins Intern c. Guests Present: o Kristin Candella, CEO & Executive Director, Fort Collins Habitat for Humanity 2. AGENDA REVIEW – Board members recognized Diane Cohn for her 8 years of service upon term completion. 3. CITIZEN PARTICIPATION – N/A 4. APPROVAL OF MINUTES Jennifer Bray moved to approve November minutes. Bob Pawlikowski seconded. Reflections on The Affordable City by Shane Phillips DISCUSSION SUMMARY: • How will the city support parking needs when more multi-family developments are built? o Meaghan stated that parking remains part of on-going conversation in planning and zoning. o Board members discussed the potential for increased use of public transportation or rentable vehicles by residents in the future. • What were the greatest take-aways from The Affordable City? o To increase affordable housing, all three strategies - supply, stability, and subsidy - are needed. o Broad lift of zoning is required to shift value from property owners. • Additional ideas discussed: o Increased portability of senior property tax exemption may help senior citizens who want to downsize their homes, increasing housing inventory. o Board members shared interest in leveraging more community land trusts to increase affordable housing opportunities. o Support for affordable housing initiatives requires key messaging and communication. b. Education Campaigns – Kristin Candella DISCUSSION SUMMARY: • There is a need for a clear, concise, community-wide vision surrounding affordable housing. • To increase community support for affordable housing projects, community value needs to be demonstrated through the use of asset-based messaging (e.g. poster campaign by City of Fort Collins). • Kristin suggested the development of a website to house collective, agreed upon information regarding concerns for affordable housing developments (such as traffic and zoning changes) and mixed housing mock-up graphics as a visual for community members. • Additional 2022 affordable housing marketing opportunities discussed by board members: o Channel 14 o Host community meeting o Written materials, such as hand-outs and posters c. American Rescue Plan Act Project Playbook – Libby Sparks DISCUSSION SUMMARY: • The American Rescue Plan Act Project Playbook is intended to provide the City with information for various recovery projects to more quickly and efficiently use funding when it becomes available. • Affordable housing initiatives may qualify for Equity and Community Recovery ARPA Funds. • ARPA funding amounts: $2.6 million will distributed through Competitive Process and $20 million will be distributed through the City’s budget. Affordable Housing Board Annual Report DISCUSSION SUMMARY: • Board agreed to send comments to Sue and reevaluate at January meeting. e. Board Member Ideas DISCUSSION SUMMARY: • Board members recommended a consumer of affordable housing for open board position. • Board discussed hosting community meeting for affordable housing public comment. • Board members considered a board retreat in 2022. • Board shared links to recent Affordable Housing meeting in Loveland and Safe Outdoor Spaces in Denver. 6.
