CALL TO ORDER – Aaron Rodriguez – 5:34pm 2. ROLL CALL a. Present: Aaron Rodriguez, Melissa Rosas, Elizabeth Grant, Mark Partridge, Shamera Loose, Cassandra Moore, Todd Newhouse b. Board Members Absent: none c. Staff Members Present: Shirley Peel, Adam McCambridge (FCPS), Sara Lynd (FCPS), Paul Wood (FCPS), Tammy Tracy, (FCPS), Jenny, Christine d. Guests: Craig Peel 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION - none 5. APPROVAL OF MINUTES a. Motion to approve by Cassandra, second by Mark. Unanimous 6. UNFINISHED BUSINESS a. None 7. NEW BUSINESS a. Voicemail: none b. E-mail: two i. Kevin T: falls outside of purview of board by a citizen. Aaron will forward to Adam. ii. Lawrence C: followed up again on a brief message, but not response c. Budget feedback available d. Periodic Review for CRB i. Happens on a term of 4 years, to learn if the board is aligned with council, and if changes need to be made, they will be addressed through Councilmember Peel. ii. CRB members should review the questions before next meeting and create a report at Sept meeting. e. Work Plan on or before Sept 30, 2021. i. Core training and what additional trainings may be needed. ii. Orientation is usual for all iii. Mock subcommittee trainings will need to be held in 2021 iv. Additional training options: use of force simulation, tour Larimer County jail (still very locked down), homeless issues updates, mental health and intellectual disabilities training, community resources officer program, domestic violence training, ride-alongs. v. CRB members will need to look at additional training options and what would help to be most effective. Report back to build and finalize work plan at Sept meeting. vi. Adam is looking at SRO training for Oct CRB meeting f. Annual Report was approved last meeting, and will be part of periodic review, which is due Jan 30th. g. TRAINING: Facility tour and firearms familiarization i. FCPS: Sergeant Sara Lynd: 20 years with FCPS, worked patrol, detective, sergeant. ii. FCPS: Sergeant Paul Wood: 24 years with FCPS, has been with Larimer Sheriff’s Office as well, has been a trainer with firearms and now trains firearms with FC Police Academy. iii. Trained on topics including: 1. Immediate action drill to clear malfunctions of firearm 2. Tasing, when it may or may not be effective 3. Less than lethal, force over a distance to get compliance 4. Constitutional Law: 4th, 5th, 14th Amendments 5. Banning of chokeholds (has not be taught regularly at FCPS in 20+ years) 6. Response to Resistance 7. Use of Force CRSA 18-1-707 8. Transitional Thought Process: Es-escalation/Escalation 9. Decision Making, speed of decisions, influence of perception, objective standard 10. Firearms demo h. 8. BOARD MEMBER REPORTS a. Elizabeth – Completed ride-along, officers seemed calm during restraint of a person. b. Cassandra – Completed ride-along, was uneventful evening. 9. OTHER BUSINESS 10.
