ROLL CALL • Board Members Present – Miriam Chase, Sabrina Davies, Gwen Hatchette, Carol Ann Hixon Kirsten Savage, and Michael Short • Board Members Absent – Sara Wade • Staff Members Present – Ellen Martin, Liz Good, Seve Ghose, Jim McDonald, and Wendy Serour • Cultural Resources Board Liaison – None present • Guests – Gale Whitman, Shawna Turner, Willow Sedam, Werner Schreiber, Noel Miller 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION 5. APROVAL OF MINUTES – June 16, 2021 Ms. Hixon moved to approve the minutes. Mr. Short seconded. Unanimously approved. Miriam Chase and Sabrina Davies were not present yet. 6. BUSINESS, PRESENTATION, OR DISCUSSION: A) TRANSFORMER CABINET MURAL DESIGN REVIEW Artists Noelle Miller, Werner Schreiber, Willow Sedam, Shawna Turner presented their designs. Ellen Martin presented designs for Jessica Bean, CM Canino, and Julie Kitzes. The Board voiced their support for the designs and the artists. Ms. Hixon moved we adopt the designs as presented Mr. Short seconded Unanimously approved B) ClimateWise Cabinet Mural Design Review Artist Gale Whitman and Wendy Serour from Utilities Customer Connections joined the meeting to present the project. ClimateWise was created to help businesses support the goals of the City’s Climate Action Plan. The program has ended after 20 years and will be managed by the Sustainable living Association. APP partnered with the Utilities ClimateWise Program and identified locations on Traffic Boxes as highly visible locations downtown for murals celebrating the 20th anniversary of the program. The project wasn’t originally funded by APP but due to changes in the original funding, APP Staff is recommending it be paid for through APP Utility Funds. Artist Gale Whitman was selected from the list of pre- approved mural artists and presented her design. The Board was impressed by the design and discussed signage and promotion of the murals. Ms. Hatchette moved to approve the design Ms. Chase seconded Unanimously approved C) WILLOW ST PLAZA CABINET MURAL DESIGN REVIEW Ms. Martin presented the project and mural design by artist Beth Lighthouse. Beth was selected from the pre-approved list of mural artists. The Project Team wanted to beautify the irrigation utility box at this site. This mural will be funded by the original APP Willow St. project budget. Ms. Davies moved to accept the Willow Street Plaza Mural. Ms. Hixon seconded Unanimously approved D) MIDYEAR REPORT DRAFT Ms. Martin shared the updated draft of the Mid-Year Report that included the Neighborhood Transformer Cabinet Mural project, and the removal of vinyl wraps that are being replaced with painted murals. She also shared the draft of the memo that included the details the Board requested related to the FoCo Creates Masterplan and the City’s Seven Key Outcomes. The Board made additional suggestions related to wording on the memo. Ms. Hixon moved that we accept the Mid-Year Report with discussed changes incorporated. Ms. Chase seconded Unanimously approved E) NACTO GRANT ASPHALT ART PROJECT Ms. Martin presented this project funded by a $50,000 grant through the National Association of City Transportation Officials (NACTO) in partnership with Bloomberg Philanthropies. The grant was awarded to FC Moves along with Bike Fort Collins as a nonprofit partner. It will help start an asphalt art program that they hope will be ongoing. They have identified low-income neighborhoods for 3-5 murals this year. The program will be driven by community members applying to paint a mural. Designs will come to APP Board for review in September. F) REIMAGINING BOARDS AND COMMISSIONS UPDATE Ms. Martin shared details of the Ordinance that passed April 20. Staff presented key details including changes to attendance policy. This includes, dismissal after two unexcused absences (no notifications beforehand), and dismissal after 25% percent Art in Public Places REGULAR MEETING 7 /21/20 2 1 – MINUTES Page 3 of meetings missed. New term limits including 4, 2, and 1 year options, with a limit of eight years. There were also revisions to Advisory Boards. The APP Board is classified as type 2, which has the authority to make decisions that serve as formal recommendations to staff and Council. 7. STAFF REPORT Ms. Martin shared highlights. The report will be emailed to the Board. 8. OTHER BUSINESS Congratulations to Ms. Martin on 35 years with the City Visual Arts. There was discussion about upcoming meetings being in person or virtual. Staff is waiting for direction from the City Clerk’s office. Mr. Short asked about updates regarding Connexion. It was suggested to add it to the agenda in fall. 9. ADJOURNMENT 5:17 pm Respectfully submitted, Liz Good
