CALL TO ORDER – Aaron Rodriguez – 5:34pm 2. ROLL CALL a. Present: Aaron Rodriguez, Melissa Rosas, Elizabeth Grant, Mark Partridge, Shamera Loose, Cassandra Moore b. Board Members Absent: Todd Newhouse c. Staff Members Present: Adam McCambridge (FCPS), Adam Ruehlen (FCPS), Gar Haugo (FCPS), Dan Murphy (FCPS), Christine Macrina, Jenny Lopez, Shirley Peel (City Council) d. Guests: Sady Swanson (Coloradoan) 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION - none 5. APPROVAL OF MINUTES a. May 12, 2021 Regular Meeting CORRECTION: New Business, last sentence of #7 change: “email” to “voicemail” b. Motion to approve with correction by Aaron, second by Mark. Unanimous 6. UNFINISHED BUSINESS No update on Ballard Case 7. NEW BUSINESS a. Voicemail: 1) Jason K – wanted to speak about selective law enforcement, witnessed an incident with two groups opposing sides and one groups was told they would be cited but the other was not. One officer was putting was putting their beliefs and religion in to his response. Melissa contacted him and he was not interested in filing a formal complaint and did not want any consequence but would like to open a discussion with FCPS. Jason also asked about a follow up to Aug 8, 2020 to the brawl he witnessed, but did not have a case or incident number. Melissa invited him to attend for public comment. b. E-mail: none c. FCPS SWAT Introduction with Sergeant Gar Haugo Mission of SWAT is to save lives i. Lieutenant Dan Murphy (37 years with Police, SWAT consultant) • Tactics Talk Timing Technology are methods that SWAT uses • Every call out includes a medic, all call outs and trainings • Majority of calls are search warrants • FCPS does not serve “no-knock search warrants”, they only do “knock and announce”, they knock on the door and ask for entry • Drone team sets up with over watch, allows traffic units to block traffic as needed, better view of suspect • Always debrief after incidences Shamera: did you know there were two people in the house before entry? Dan: yes we usually have that information in the case briefing Shamera: Do you wear body cameras also? Dan: yes, with the exception of when the call out comes without time to go past the station Shamera: How long have you been using the drones? Dan: a couple of years now, they are helpful in alleyways and behind garages, etc ii. Sergeant Gar Haugo (18 years with Police, Instructor, Sniper team) • All SWAT are cross-trained as entry operators • SWAT provides training to FCPS for active shooters • In Fort Collins, there is a Team Leader Consult, to help assess the level of SWAT involvement, if needed; tactical guidance available to officers d. 2020 CRB Annual Report i. Melissa and Aaron will work on the Annual Report, based on workplan goals and which were finished, review the cases that were covered and trainings that were provided. 2020 had 4-5 cases to outline. Cover the basic duties and functions of the board and provide a report. It will be submitted and then presented at the next CRB meeting. 8. BOARD MEMBER REPORTS 9. OTHER BUSINESS 10.
