Mason 2nd Floor PO Box 580 Fort Collins, CO 80522 970.221.6788 970.221.6782 - fax fcgov.com GENERAL EMPLOYEES’ RETIREMENT COMMITTEE MINUTES APRIL 8, 2021 ZOOM 11:00 AM Committee Members Present: Clark Mapes, Chair Del Bernhardt Ralph Zentz Jackie Darner Members Absent: Kelley Vodden, Vice Chair Others Present: Blaine Dunn Nikki Daniels Jenny Lopez Filkins Joel Stewart, Milliman Carolyn Koontz Financial Investment News Rodney Albers ___________________________________________________________________ Meeting called to order at 11:03 am The Committee Chairperson, Clark Mapes, and the staff liaison, Nikki Daniels consulted and determined that the Committee will conduct this meeting in whole or in part by remote technology so as to provide reasonably available participation by members of the Committee and observation by the public, consistent with the requirements of Ordinance No. 79, 2020, because meeting in person would not be prudent for some or all persons due to the current public health emergency. 1. Citizen Participation and Plan Member Comments - none made or noted 2. Plan Participation Updates (Blaine Dunn) - Statements will be mailed out to all active members within the next few days by Nikki Daniels. Statements were prepared by Joel Stewart, Milliman. 3. Consider approving the minutes from the meeting of March 11, 2021. A motion to approve the minutes was made by Del Bernhardt. Ralph Zentz seconded the motion. HR Liaison Change (Blaine Dunn) Changed from Joaquin Garbiso to Nikki Daniels. Welcome to Nikki. 5. Discuss Department of Labor (DOL) Resource for Locating Missing Plan Participants (Blaine Dunn) Guidance regarding possible red flags include: 1) The plan has more than a small number of missing or nonresponsive participants. 2) The plan includes more than a small number of terminated vested participants who have reached normal retirement but have not started receiving their benefits in the plan. 3) The plan has missing, inaccurate, or incomplete contact and/or Census information, such as missing addresses, emails, birth date information, spouse information, or incomplete social security numbers. 4) The plan does not have sound policies relating to returned or undeliverable mail or uncashed checks. Best Practices document published by the DOL to be distributed via email by Jenny Lopez Filkins. 6. Termination Refund Forgiveness (Blaine Dunn) Issue is to forgive or continue to pursue repayment - Payment made on the 25th of the month member passed between the 25th and the end of month – as a result a $74.50 over payment was made. Del Bernhardt, Jackie Darner and Clark Mapes would like to move forward with forgiveness. Motion to forgive the $74.50 termination overpayment made by Del Bernhardt. Motion seconded by Ralph Zentz. Other Business: Blaine will reach out to our partners at Innovest to schedule annual fiduciary training for the GERC. We were not able to schedule this training last year due to Covid.
