Commissioner Bye mad e a motion to ap p rove th e minutes from Sep tem b er 1 7, 2 0 20, with th e n oted addition an d correction. Commissioner Math is second ed and the motion p assed u nan imou sly. V. Action Items a. Res olution 20-14: S ection 18 Project Man ager Preston Nakayam a reviewed th e variou s steps in th e ap plication p rocess for th e S ection 1 8 d isp osition of Fort Collin s p u blic hou sing . When the p rocess is completed , the properties will be sold to Elevations Land Trust, which will reh abilitate the properties an d offer th em for sale to families earnin g 80% of the med ian area in come or less. Th e sale process is estim ated to b e comp leted at th e en d of 20 21 or early 202 2. Com m ission er Gorgol asked staff to estim ate the cost to move an d consider assistin g th e h ouseh old s that wou ld n ot receive m ovin g assistance if th ey choose to delay th e timin g of th eir move. Res olution 20-15: Iss uance of PABs for Meadows Townhomes Ch ief Fin ancial Officer D u ane Hop kin s introdu ced Housing Catalyst’s b on d coun sel, Ryan Warb urton to presen t an overview of Resolution 2 0-15. Mr. Warburton exp lained this resolu tion authorizes Housing Catalyst to act as a con duit issuer of Private Activity Bon ds for the rehab ilitation of 51 units of affordab le hou sin g in Fort Lu p ton. Th e Board previously ap proved p articip ation in th is developmen t. Comm issioner Wilkin s mad e a motion to ap p rove Resolu tion 2 0 -1 5. Com m issioner Bye second ed an d th e m otion was p assed un animou sly. c. Res olution 20-16: Iss uance of PABs for Mercy Housing Mr. Hop kin s introduced Resolu tion 20 -1 6 as a bon d in d ucemen t for Mercy Housing ’s  afford able d evelopment in the Northfield Metro D istrict. Th is step need s to be com p leted for Mercy Hou sin g ’s ap p lication to th e Colorado Division of Housing req u estin g Private Activity Bond cap acity as part of th eir finan cin g . Mr. Warb u rton exp lained th at Hou sin g Catalyst will be a sp ecial partner in this Mercy Hou sing d evelopment This resolution is th e initial step for Mercy Hou sin g to beg in their p rocess. Comm issioner Wilkin s mad e a motion to ap p rove Resolu tion 2 0 -1 6. Com m issioner Mathis seconded . The the motion was passed with Ch airperson S tau din ger and Comm issioners Wilkin s, Bye, Math is, an d Wagner votin g in favor. Commission er Gorgol ab stain ed from th e vote. d. Res olution 20-17: Audit Firm S election Approval Mr. Hop kin s d iscu ssed th e selection p rocess for a n ew au dit firm an d th e scoring for the comp eting firms. Th is resolu tion will ratify th e d ecision of the au d it committee to en gag e Eide Bailly as th e au dit firm for Hou sing Catalyst. Comm issioner Math is m ade a m otion to approve Resolution 20-17 Com mission er Wilkins secon d ed and the motion p assed un an imou sly. Res olution 20-18: 2021 Budget Approval Mr. Hop kin s p resented an overview of th e Housing Catalyst 2 021 Bu dget and exp lained th at the Board Bu dget and Fin ance Com m ittee more thorou g hly reviewed the b u dget detail at th eir m eeting the previous week. Comm issioner Bye made a motion to app rove Resolu tion 20 -18 , app rovin g th e 2 0 21 Bu dg et. Commissioner Wilkin s seconded an d th e m otion passed u nan imou sly. VI. Staff U pdat es a. Colorado Legislative Update  Ms. Brewen said staff are mon itorin g th e Governor’s h ousing task force an d eviction moratoriu ms. b. Nat ional Legis lative Update Mr. Hop kin s rep orted that a contin uin g resolu tion was p assed for the fed eral bu dget u n til December 11 , 202 0. COVID relief was p assed b y the Hou se but th ere was no further m ovement. Th e CDC eviction m oratoriu m was contin ued throu g h th e en d of the year; clarification was issu ed a few d ays ago. c. Fort Collins City Council Legislative and Bus iness Update  No u pdates.
