Approval of Minutes Commissioner Wilkin s mad e a motion to ap prove th e min u tes of a reg ular meetin g of the Board of Com m issioners on May 2 1 , 20 20. Commissioner Math is secon d ed and the motion p assed un anim ously. V. Action Items a. Res olution to Create S wallow Road Development Partners hip Entity Comm issioner Math is recu sed herself from this d iscu ssion . Ch ief Real Estate D evelopment Officer Kristin Fritz p resen ted Resolution 2 0-0 5 to create a develop men t services entity for the CARE/S wallow Road d evelop ment p roject.  This wholly-owned , sin gle-p u rpose entity will be the leg al en itity to con duct the d evelop ment activities and collect th e developer fee. Comm issioner Bye made a motion to app rove Resolu tion 20 -05 . Commission er Gorgol secon ded an d th e motion passed u nan imously. b. Housing Choice Voucher Program Temporary Waivers Ch ief Op erating Offi cer Mich ele Ch ristensen exp lained n ew regu latory waivers recen tly pub lish ed by HUD allowin g h ousing au th orities to m ake temp orary ch an ges to Hou sin g Choice Voucher program processes in lig ht of challen ges for families an d land lords related to Covid 19 .  Resolu tion 20 -0 6 will form ally adopt Hou sing Catalyst's u se of th ese waivers.  Comm issioner Wag ner m ade a m otion to approve Resolution 20-06 . Financial Das hboard Ch ief Fin ancial Officer, Duan e Hop kins reviewed fin ancial highlig hts th rou gh May p ertaining to d aily tracking of ren t collections an d investor requirements. b. Development Kristin Fritz provided up d ates on projects in d evelopment - Mason Place, 1 4 0 E. Oak S treet and S wallow Road redevelop men t. She also gave on up date on th e S ection 1 8 Pu blic Hou sing D isp osition applications for the remain in g Fort Collins Public Hou sin g p rop erties and the Wellin gton Hou sin g Authority Pu b lic Housing prop erties. Th e Develop men t Com m ittee will b e looking at th e 5 -year develop ment p ip eline u p date at its n ext meeting. c. Operations Ch ief Execu tive Officer Ju lie Brewen said staff are workin g with residen ts remotely an d in-person wh en necessary b y ap pointment on ly. S taff are rotatin g sched u les in th e Mou n tain office and p rop erty man agers are workin g onsite. Staff are n ow requ ired to com p lete a health self-certification b efore work. S tatement of Commit ment Julie Brewen reviewed the Statement of Com m ittmen t related to d iversity, equ ity and inclu sion which was p resen ted to ou r staff, residen ts an d ou r commu n ity. Colorado Legislative Update  Julie Brewen hig hligh ted th e recen tly passed Colorad o b ill prohibiting descrimin ation b ased on source of income. Govern or Polis signed an executive ord er exten d in g certain eviction protection s. b. Nat ional Legis lative Update Th e S tate of Colorado will b e receiving ad d ition al emerg en cy ren t assistance fund ing that will be admin isterd by the Colorado D ivision of Hou sing , as well as foreclosu re p revention mon ey wh ich will be admin istered b y the Colorado Housin g and Fin ance Au th ority. c. Fort Collins City Council Legislative and Bus iness Update  Comm issioner Gorgol provid ed in formation from th e recen t City Coun cil meeting at which Coun cil p laced a six mon th moratoriu m on Metro Districts an d approval of HOME/CD BG fu nd ing . In Au gust, City Cou n cil will review the Afford able Housing S trateg ic Plan . IX. Legal Issues No new legal issu es were p resented. Julie Brewen said th e p reviou s fair hou sin g issue has b een respond ed to b y staff an d awaitin g d ecision a determin ation from the D epartm ent of Regu latory Affairs. X.
