Housing Catalyst Regular Board Meeting
Thu March 26th, 2020

II. Call to Order
Chairperson Staudinger called the meeting to order at 7:32 a.m.
III. Citizen Input
There was no citizen input.
IV. Approval of Minutes
a. Regular Meeting of February 20, 2020
Commissioner Wilkins made a motion to approve the minutes of the regular Housing
Catalyst Board of Commissioner meeting on February 20, 2020. Cathy Mathis seconded
and the motion passed unanimously.
V. Action Items
a. Downtown Development Authority Intergovernmental Agreement,
Resolution 20-04
Jim Martell provided an overview of the Intergovernmental Agreement between Housing
Catalyst and the DDA. Commissioner Mathis made a motion to approve Resolution 20-04.
Commissioner Gorgol seconded and the motion passed unanimously.
VI. Staff Updates
a. Development Update
Julie Brewen gave an update on current development projects. Staff is continuing to work
on the CARE Housing Swallow rehabilitation. The Myrtle SRO rehab has been put on hold
since that entails moving residents temporarily. It will remain on hold until this health
crisis has passed. Other projects are continuing as scheduled.
b. Village on Shields
This agenda item was tabled for later discussion.

c. Strategic Plan Review (Goal 3)
For the sake of time, Ms. Brewen asked commissioners to please read the update and
reach out to Julie or Michele Christensen if there are questions.
d. COVID-19 Business Continuity Plan
Ms. Brewen reviewed the business continuity plan. Property offices are closed to the
public but staff maintain a presence at all properties. Resident Services and Property
Management are working to reach out to residents, asking them to contact us
immediately if they have any loss of income. Staff will work with residents to provide a 30
day relief on rent payments. They are helping people access unemployment benefits.
Maintenance techs are remotely dispatched. They are prioritizing emergency work
orders.
Housing voucher staff is working on completing interim recertifications remotely.
VII. Financial Statements
Ms. Brewen provided an overview of the financial projections. She explained that staff is trying
to estimate how many families may experience significant loss of employment/income.
Duane Hopkins walked the board through a rental income stress test analysis and discussed
ways to address the possible loss of rental income.
a. 2019 Year End Financial Statements
Ms. Brewen asked the board to review the financial statements. The Finance Committee
has already reviewed the statements.

There were no other discussion items.
IX. Legislative Issues/Updates
Regarding the Stay at Home Order: Ms. Brewen asked for the exemption for affordable housing
that is listed in the language. Construction is exempt in both the state and county order,
specifically construction for low-income housing.
a. Colorado Legislative Update
No updates.
b. National Legislative Update
No updates.
c. Fort Collins City Council Legislative and Business Update
Commissioner Gorgol said the city has been working with Housing Catalyst and Neighbor
to Neighbor to asses the need for rent subsidies for people being impacted by job loss in
the community. The city is determining how to leverage funding to address this need.
Utilities is working with residents to figure out payment plans as needed. Resident utilities
won’t be shut off for non-payment during this crisis.
X. Legal Issues
There were no legal issues to discuss. Jim Martell explained that the district court has
suspended all evictions until June 2, 2020. The court will continue to hear emergency cases
such as temporary restraining orders.
XI. Other Business/Upcoming Events
No other business was discussed.
