Mountain Avenue, Fort Collins, CO 80521 I. Call to Order Chairperson Staudinger called the regular meeting of the Housing Catalyst Board of Commuissioners to order at 7:30 a.m. II. Citizen Input None III. Approval of Minutes Commissioner Wilkins made a motion to approve the minutes of the regular board meeting on October 24, 2019, and the special board meeting on October 31, 2019. Commissioner Green seconded and the motion passed unanimously. IV. Action Items None V. Staff Updates a. Village on Shields 1. Uniform Relocation Act Monitoring Julie Brewen provided an update on the Uniform Relocation Act monitoring with HUD. 2. HVAC Systems Ms. Brewen provided an update on issues regarding the heating and cooling systems at the property. b. City Health and Housing Meeting Ms. Brewen summarized the city health and housing kick-off meeting on Monday, November 18, 2019. Sue Beck-Ferkiss provided information about the city’s objectives for this grant, which has been named “Home to Health.” Future meetings for this initiative will be publicly announced. Page 1 c. Larimer County Housing Authority Ms. Brewen gave an update on discussions regarding Larimer County Housing Authority. d. Private Activity Bonds Ms. Brewen discussed the local housing provider needs for private activity bonds and competition for those bonds.. e. Hughes Stadium Ms. Brewen provided an update on the rezoning and development proposal process for the Hughes Stadium land. Development Committee will discuss this topic at its next meeting and prepare any messaging that may be appropriate. f. Homeless Services Advisory Committee Ms. Brewen has been asked to serve on a community advisory group to examine the needs, resources and future solutions to provide housing and services for people experiencing homelessness. She gave an overview of the goals and timelines of this group. g. Housing Vouchers Michele Christensen provided an update on recent 34 mainstream vouchers awarded to Housing Catalyst. She also discussed an upcoming opportunity for additional Family Unification Vouchers. VI. Old Business None VII. Discussion Items Ms. Katie Beberniss gave a presentation about the new board correspondence portal called Boardable. Staff will begin to publish board meetings, minutes and packets using this portal. VIII. Legislative Issues/Updates a. Colorado Legislative Update (Goal 5) Ms. Brewen provided an update on Colorado Housing Finance Authority (CHFA) and its work on its Qualified Application Plan (QAP). b. National Legislative Update (Goal 5) Ms. Brewen and Duane Hopkins gave an overview of several current national legislative issues and the pending continuing budget resolution. c. Fort Collins City Council Legislative and Business Update (Goal 5) Ms. Beck-Ferkiss provided an overview of city council issues regarding mobile home parks and a number of affordable housing discussion topics and decisions being considered. Ms. Brewen announced that City Council approved the city fee waivers for Mason Place on Tuesday, November 19, 2019. IX. Legal Issues None X. Other Business/Upcoming Events a. Board Retreat The board retreat will be scheduled in February 2020. The exact date is still being Page 2 determined. More details will be sent later. b.
