CITIZEN REVIEW BOARD (CRB)
REGULAR MEETING
Wednesday, December 9, 2020 at 5:30 p.m.
Meeting held on Zoom. 117 N. Mason, Civic Center Conference Room
1. CALL TO ORDER – Aaron Rodriguez 5:31pm
2. ROLL CALL
a. Present:, Dennis Hanno, Aaron Rodriguez, Melissa Rosas, Mark Partridge,

b. Board Members Absent: none
c. Staff Members Present: Adam McCambridge, Christine Macrina, Tim Doran
(FCPS), John Feyen (FCPS), Chief Jeff Swoboda (FCPS)

3. AGENDA REVIEW
a. Sally and Dennis are at term for this board, this is their last meeting.
4. CITIZEN PARTICIPATION
a. Gavin, exciting to see Chief Swoboda on this call, appreciates FCPS takes the
time to participate.

7. NEW BUSINESS
a. Voicemail: None
b. E-mail: 3 emails asking for information on how to join CRB, referred to website
application and the Community Advisory Board info
c. 2021 Work Plan Updates
8. BOARD MEMBER REPORTS
a. Dennis gave remarks about his appreciation and pleasure of working on this
board.
b. Sally gave remarks about how it has been great to give back to her community
in this way and appreciation for FCPS and their attentiveness
9. OTHER BUSINESS
a. Chief Swobda – Having this CRB makes FCPS better, and is better for the
community credibility and transparency. He would love to know how to serve
the CRB even better, board members can offer suggestions and needs to
FCPS at any time.
b. Tim Doran – What recommendations do outgoing CRB board member have
for welcoming new CRB board members?
• Sally – when new members come on, they may not have some experience
that she had coming in, so training will help create a foundation so all board
members can focus on policy review. Like that facts are availabil,
appreciates that they can ask questions, subcommittee script can be
cumbersome at times, but is navigable.
• Dennis – a lot of growth since he first started, grateful for greater
communication with FCPS.
• Cassandra – Having FCPS available for meetings is helpful, but would like
to see more feedback after recommendations are made from the board.
Would benefit from ride-alongs (as a standard for board members),
because it adds to understanding additional perspective within policy.
• Melissa – Trainings are very helpful to start everyone from the same page.
She has prior experience in law enforcement, but recognizes that training is
very important to serve this board better with the same foundation.
Acknowledges that citizen point of view does differ from officer point of
view.
• Adam will follow up to arrange ride-alongs for new and existing CRB board
members.
c. Adam McCambridge – working with training Sergeant to ensure that use of
force training will be scheduled as soon as possible.
d. Aaron – is FCPS complying with CALEA (Commission on Acceredication for
Law Enform standards?
e. Adam – all standards that apply are being complied with under their
certification. There is additional impact on HB-217, but FCPS has complied.
f. Aaron – Noticed the additional information on HB-217 on choke-holds.
g. Cassandra – would appreciate if the FCPS could update the board on which
parts of the training will entail.
h. Jeff – Citizen Advisory Committee, nothing is set in stone about how this will
work, how do we sit around with a diverse group of people and both listen and
hear how there may be gaps in service. Increase in perspective of what diverse
groups experience. This Committee will be separate and not directly affect the
CRB, but CRB members are welcome to apply to join.
20 people or so, of diverse backgrounds, not providing recommendations or
changing policy within FCPS.
i. Dennis – Suggests a “walk-along” on a weekend night in Old Town, as well, to
get a good perspective.
