o Meeting was called to order by Vice-Chairperson, Beth Jaeger at 5:31 pm

o Cost of Paintings (Awards): 785.15 Name plates still need to be ordered.

7 diverse communities are served by PSD
PSD is taking a stand on hate rhetoric, discrimination. Inclusivity is important
PSD has identified 4 areas of need:
♦ Inclusive Leadership
♦ Curriculum
♦ Professional Development

♦ Climate & Culture
PSD has developed a Vision for Educational Equity
PSD has developed Principles of Community
♦ Learning, Diversity, Inclusion, Respect, Courage, Action
PSD is developing a Bias Reporting System
PSD will do a needs assessment of the community
♦ We cannot go back to the old ways
PSD will conduct stakeholder and partnership reports
COVID-19 support for students
♦ Remote learning support centers opened
♦ Predicted that PSD will return to remote learning
♦ At this point 950 students have been identified as homeless. Expected to reach
1200+. Great need for support for these students and families especially as evictions
are now permitted and electricity can be turned off
PSD is discussing policing in the schools. SRO Contract. School to Prison Pipeline. A
recommendation of SRO’s is due April 27, 2021. Data is being analyzed. Community
engagement, focus groups, surveys. Looking for a possible third recommendation – blend
of SRO’s and no SRO’s
Questions: Curriculum – utilize historical/cultural to support diversity/inclusion.
How to report bias – developing a platform, adults & schools need to learn how
to respond appropriately. Process will take time due to COVID restrictions
John’s concluding thoughts: Human dignity is what every child, every family deserves
Ask yourself – what am I learning?
o Honore DePew and Elizabeth Blythe, Reimagine Boards & Commissions
City Council has approved the desired Tier 1 and Tier 2 criteria
On Tier 3 City Council wants 5 items
♦ Fewer, larger advisory groups, ad hoc committees as needed
♦ Reserve seats for those with living experience
♦ Resources
♦ Multiple board meetings at the same time/location
♦ Non-monetary incentives
Some of these may require changes to City Code, by-laws
HRC requests to continue with an open dialogue with this project. That in order to increase
diversity patience is required – don’t fill a position until you have the right person.
Recruiting is necessary
Recommendations will be taken to City Council for approval in January 2021
o David Slivkin, Director, Poudre River Public Library District
In determining services to be provided during COVID, 4 strategic plan priorities were
identified
♦ 1. K-12 Learning: Providing support platforms. Liaisons in each school
♦ 2. Health Communities. Mental, Financial, etc. Partners: Homeward Alliance,
Money Matters, Larimer Advanced Care Planning, Free legal clinic. Providing
homebound delivery service, eliminating fines for equal access.

♦ 3. Equity, Diversity, Inclusion: Providing staff development, collection development,
providing workshops online, Dia de los Muertos celebration, Citizenship program,
conversations in English
♦ 4. Economic Recovery: business & non-profit assistance, help with Cares Act,
career page, databases for career planning, job seekers, marketing lists,
partnerships to work on economic recovery, creating a business plan, consults on
grant writing, SBDC.
The future of Poudre River Public Library District
♦ Looking to expand into SE and North Ft Collins
♦ Create drive up windows
♦ Blend virtual and in-house programs
♦ 1:1 consultation virtually
♦ Add Bundle of Books for adults
♦ Single site staffing
♦ Go cashless
Questions: Percent of population who use the libraries – there are currently 132000 active
cards. Request that in the future the HRC and PRDL collaborate
