CITIZEN REVIEW BOARD (CRB)
REGULAR MEETING
Wednesday, November 18, 2020 at 5:30 p.m.
Zoom online, due to COVID-19 restrictions
1. CALL TO ORDER – Aaron Rodriguez 5:32
2. ROLL CALL
Present:, Dennis Hanno, Aaron Rodriguez, Melissa Rosas, Mark Partridge,

Board Members Absent: Sally Harris (notified)
Staff Members Present: Adam McCambridge (FCPS), Christine Macrina, Jeff
Swoboda (FCPS)

4. CITIZEN PARTICIPATION
a. Public Input
Chief Swoboda – working to create a “citizen advisory group” that is informal and would be
made up of diverse community members to advise and look at national cases to help inform
Police Services to continue to be a better service to the community. CRB members are
welcome to join.
5. APPROVAL OF MINUTES
a. October 14, 2020

b. Subcommittee Meeting September 15, 2020, PSU 2020-042
Aaron motion to approve, Cassandra second, Subcommittee unanimous approval

6. UNFINISHED BUSINESS
a. Additional training from FCPS regarding verbal de-escalation training for CRB
Adam will follow up to have it scheduled by next meeting, to take place during first quarter.
b. 2021 Work Plan
1. Mark, Melissa, and Cassandra will review the work plan and finalize it
2. Will continue with required core trainings
- Mock subcommittee training after the new CRB members are on-boarded, first quarter
- Use of Force (firearms, SWAT, less lethal) will take place during first/second quarter
- Intellectual/Disabilities training took place with “co-responder” training
3. Other suggestions include: investigation training, specific to investigation reviews
4. Work Plan will be finalized at December CRB meeting
7. NEW BUSINESS
a. Voicemail:
10/16: Aaron returned call but has not heard back again. They witnessed a police officer with
a weapon drawn on a minority.
b. E-mail:
Two emails regarding a 911 dispatcher safety concerns: racially charged posts made by a
dispatcher on their facebook page. Review of this would be out of the scope of this board but
can be addressed if requested by FCPS.
