CALL TO ORDER Chair, Hill, called the meeting to order at 5:30 pm. 2. ROLL CALL BOARD MEMBERS PRESENT: CITY STAFF PRESENT Nora Hill, Chair Drew Brooks, Transit Director Kayla Utter, Vice Chair Eric Keselburg, Parking Manager Adam Eggleston Danna Varnell, Business Support Barbara Wilkins Dorothy (Dottie) Spivak Austin Hoenig BOARD MEMBERS ABSENT: NONE PUBLIC PRESENT: NONE OTHERS IN ATTENDANCE: NONE a. APPROV AL OF MINUTES – Motion to approve October minutes by Utter, second by Hill. The board unanimously approved the October 12, 2020 minutes. 3. UNFINISHED BUSINESS 4. NEW BUSINESS a. Keselburg - Completion date of the Reimagine Boards  Council plans to finish the engagement of the Reimagine Boards through the end of the year. Council has planned for the end of January 2021 to complete and have thorough implementation through the year of 2021. We are hopeful after the work session at the end of January to have more information. Keselburg – LPR On Street Data  This is postponed for the time being. We will begin doing on-street sensor verification. We had five verifications planned and we have completed two of those five. We still plan to obtain Mobile License Plate Recognition (LPR) data sometime in December or into early January, weather permitting. We want to make sure we have good, healthy data from the on-street parking. These are two separate projects. c. Keselburg – Utter resignation from the Board effective January 1, 2021  Nomination of Eggleston to fill Utter’s Vice Chair position beginning January 2021. Eggleston accepted the nomination and was approved by the Board via visual show of hands and verbal yays.  PAB Applicants – currently there are no new applicants to interview for the Parking Advisory Board. d. Keselburg – Reappointment of Hill as Chair of the Parking Advisory Board.  Hill was voted unanimously to continue her assignment as Parking Advisory Board Chair via show of hands. e. All –2020 Annual Report  Comments and suggestions were submitted to Hill. She will type up the report and email it to the Parking Advisory Board for review prior to a final copy being submitted. f. 2021 Parking Advisory Board Work Plan  The Board worked to update the plan, and the plan will be put into the 2021 PAB Work Plan Calendar. A final copy will be distributed to the Parking Advisory Board. 5. OTHER BUSINESS – a. Keselburg - Parking Structure update  Parking Structures will be free again between Thanksgiving and New Year’s on Saturdays and Holidays. We are also adding Black Friday and Christmas Eve to be free parking, to support downtown business this holiday season. b. Keselburg – Re-striping has been completed on a section of Jefferson, from College to Mountain, and there are parking space changes. The 2-hour time-limited parking spaces were added because of the re-striping. d. Spivak – making the parking garages safer and more attractive.  Keselburg – We have installed LED lighting and painted ceilings at the Civic Center Parking Garage. We are in discussions with Office of Energy Management to do some security lighting upgrades.  Eggleston – will reach out to the Art in Public Places Council and ask about funding to do murals in the parking garages. e. Keselburg – Kelly DiMartino to attend the December meeting.  Hill to collect questions from the Board to ask DiMartino. 6. ADJOURNMENT a. The meeting was moved to be adjourned by Spivak and second by Eggleston at 6:56 pm. These minutes have been unanimously approved by the Parking Advisory Board on December 7, 2020.
