Second by Beth Jaeger Vote 7-0 o GUEST PRESENTATIONS o Community Stories. Presented by Ginny Sawyer  The Fort Collins City Council Community Ad Hoc Committee is looking to gather stories from the Fort Collins community that will help them determine their needed direction. They are looking for a method that will provide a safe environment, as well as, answer questions such as: How do we help people feel confident enough to share? How do we make sure they are heard? How do we reach out to people to let them know we want to hear their HUMAN RELATIONS COMMISSION REGULAR MEETING: 8/13/20 8 /13/2020 – MINUTES Page 2 stories? Expand definition to reaching out to groups of people, not just individuals. How do we record their stories? Where is the repository for their stories?  Ginny is asking the HRC to become involved in this process. In particular, she is looking for the HRC to assist individuals who wish to post anonymously, for the HRC to hear the story and then add it to the repository on the individual’s behalf.  There are discussions occurring as to the budget for this process and how to identify the voices we have not heard.  A motion was made by Wendy True that the HRC partner with Ginny and the Ad Hoc Committee to assist in the project to make Community Stories a reality. Second by Phil Walker. Vote was 7-0 in favor. o Emily Gorgol: Discussion on Community Impact Ad Hoc Committee  Emily was not able to attend tonight’s meeting o BUDGET REVIEW o Per Carol Thomas, all Boards and Commissions’ budgets remain frozen o Carol will continue to update us on status of budgets o OLD BUSINESS: o Carol gave an update on appointment on new member to the HRC. Interviews have been occurring. A decision will be made by August 19, 2020. o Chairpersons’ of the Standing Committees gave a report on revised plans for 2020.  Phil Walker: Education Committee. Phil has been reviewing the World Trust Program (Transforming White Privilege) we purchased last year to use as our primary teaching tool for 2020.  Phil believes that it can be adapted for use as an online webinar. There are several variations on how that can be accomplished. I.e. single videos shown, reduced content with a facilitator, attached to the HRC website, partner with Poudre Library staff.  HRC members will hold a training session to review the material and discuss delivery options. A decision on how to move forward can be made at the September meeting.  Eva Amason: Media Committee. HRC Awards are the focus for this committee  Eva has written a draft of the letter/email to be sent to the community advertising the awards and the nomination period. She asked for edits, suggestions on who to send the information to, as well as, asked for other ideas on how to advertise the awards.  Carol will meet with Eva to offer advertising support from the City.  This year’s ceremony will need to be help via a webinar type format. Carol will enlist the assistance of the City’s IT department to host such a large group. Jean has been monitoring City Council and City Government activities and projects and continues to keep the HRC members abreast of recent developments. o Boards and Commissions Reimagined update. City Council discussed this topic at their 8/11/20 work meeting. Cindy Davis gave a brief overview of what she saw at this meeting.  Tier 1 changes have been made (handbook language, etc.)  Tier 2 changes were supported (vary length of term, renaming according to function, etc.)  Tier 3 changes will be further discussed (providing interpreters, child care, stipend to serve, recruiting under-represented communities to serve, frequency of meetings)  Carol will share the minutes from this meeting. Others can see the minutes at FCGov.com o OTHER o Wendy True asked to share an incident that occurred in a Ft Collins HOA. The HOA and individual were not named. Wendy was asking for input on ideas, thoughts on how to proceed, etc. This incident included acts of alleged racial discrimination.  Guest Lilllian Powers shared her expertise on the rules governing HOA’s  Wendy will contact the individual to seek her opinion on possible actions and to let this individual know we have heard her story.  HRC members will bring ideas on how to address this to the September meeting. o ADJOURNMENT o Motion to adjourn was made by Phil Walker. Second by Jean Runyon. Vote to approve: 6-0.
