o GUEST PRESENTATIONS
o Mobile Home Developments – Planning and Proposed Code Changes Presented by JC Ward and
Ryan Mounce
o Mobile Home Developments (MHD) remain one of the most affordable housing options in Fort Collins.
They provide similar benefits as single family houses. The disadvantage: homes are owned by
individuals but not the land they sit on. This 2019-20 Project is working to improve the relationships
between home owners, property managers and property owners, as well as, propose alignments to
City Code and Zoning that will preserve MHD’s.
o Although the current budget freeze has impacted progress, the elements of the project include:
Owners’ rights handbook
Neighborhood liaisons
Neighborhood mini grants
MHD Website
Local Complaint System
Language and Digital Equity
Permitted land use projects that will have zoning standards that speak directly to
MHD’s
o Proposed changes will be presented to City Council in August
o JC and Ryan asked for any recommendations HRC may have in regard to residents’ rights, municipal
code changes and permitted land use.
Who is responsible for language equity?
What are the metrics for success?
How are you identifying community leaders? Who are the community partners?
Where are MHD’s currently located and are additional ones planned?
How does is support equity and inclusion?
o Principles of Community Presented by Honore Depew
o Spring 2019 City Council adopted equity and inclusion priorities. This included creating equity
indicators and principles of community.
o Principles of Community will be created in relationship to City Staff. Level of and access to service will
be addressed. City staff will hold internal workshops. Equity indicators will be developed.
o 6/2020 City Council created an Ad Hoc Committee to make policy and funding recommendations
targeting equality in Fort Collins policing.
o How would HRC like to engage? Sit in on listening sessions. Metrics for success defined. Co-
facilitate. Review external stakeholder list
o Timeline for Principles of Community: Prior to spring elections. Perhaps end of 2020

o BUDGET REVIEW
o Per Carol Thomas, all Boards and Commissions’ budgets remain frozen
o Carol will continue to update us on status of budgets
o NEW BUSINESS: Review HRC initiatives created at February 2020 Retreat
o Beth requests that each committee chairperson make recommendations for what is still possible for the
HRC to accomplish during 2020 amid Covid-19 restrictions.
o We will still present HRC Awards in 2020
o Phil will investigate offering Transforming White Privilege in an online format
o OLD BUSINESS:
o Update on where re-visioning Boards and Commissions stands. Carol will follow up
o Beth shared Mayor Troxell’s reply to the HRC letter supporting the Proclamation and statement on the
City’s commitment to equity, inclusion and justice.
o Mayor Troxell refers to the Ad Hoc Community Impact Committee and the HRC role. What is our role?
How do we make certain we are included? Beth or Julia will reach out to Emily Gorgol, HRC Liaison,
and invite her the August meeting to discuss these issues.
o Where is the City on filling the vacancy on the HRC? – Carol will follow up
o Eva pointed out data she viewed regarding arrests in Fort Collins. Focused on race. Latinos not
included.
o ADJOURNMENT
o Motion to adjourn was made by Phil Walker. Second by Jean Runyon. Vote to approve: 5-0. Meeting
was adjourned at 6:57 pm
