CALL TO ORDER: 4:02 2. ROLL CALL • Board Members Present: Jen Bray, Catherine Costlow, Bob Pawlikowski, Kristin Fritz, Tatiana Zentner • Board Members Absent: Diane Cohn • Staff Members Present: Clay Frickey, Lindsay Ex, Meaghan Overton, Sylvia Tatman-Burruss, Yaz Haldeman, Sue Beck-Ferkiss, Brittany Depew • Guests: Marilyn Heller, Maggie Bolden, Alita Savory 3. AGENDA REVIEW – Changed order of presentations 4. CITIZEN PARTICIPATION – None 5. APPROVAL OF MINUTES Bob moved to approve August minutes as amended. Catherine seconded. Approved unanimously 4-0-0. 6. NEW BUSINESS A. Housing Strategic Plan Updates & Discussion—Lindsay Ex, Meaghan Overton, Sylvia Tatman-Burruss and Clay Frickey Plan is moving forward quickly with aim to adopt in February 2021. Draft vision: “Everyone has stable and healthy housing they can afford.” Intentionally not using the more specific term “affordable housing” since this plan will focus on the entire housing spectrum. Want to look at strategies across every income level. Will continue community engagement this fall for feedback on vision. First Ad Hoc Housing Committee was held on August 20 – Councilmember Gorgol was elected chair, other members are Councilmember Cunniff and Mayor Pro Tem Stephens. Want to learn from content/context experts and peer community while also focusing on strategic plan. Meeting monthly until April 2021. Existing conditions assessment helps explain where we are today and how we got here. Document includes data and analysis, equity and inclusion overview, questions and top challenges (Price escalation disproportionately impacts BIPOC [Black, indigenous and people of color] households; current incentives and resources are insufficient to meet the housing need; job growth continues to outpace housing; regulations drive up the cost of housing). Next steps: community engagement, meeting with Affordable Housing Board monthly, December 8 work session, monthly Ad Hoc Housing Committee (next one is September 17). DocuSign Envelope ID: 15ED3A34-B565-48DD-9808-88E44494AF55 10/2/2020 10/2/2020 AFFORDABLE HOUSING BOARD REGULAR MEETING 9 /3 /2020 – MINUTES Page 2 Discussion • Appreciate the framework, approach, and data. • The direct subsidy number is average investment over last 5-7 years—does not include private activity bonds or rehabilitated units but does include fee waivers. • Job growth chart includes spectrum of types of jobs and income levels. • Seems best way to move forward is to consider higher density—few projects are currently built at maximum density. • Scarce resources compounded by needs for both rehab units and new units. • There is not as much funding available for higher AMI levels, which leads to the “missing middle.” • Mixed development works best when they can pencil out without much subsidy, but this is becoming more difficult. • Remaining questions around impact of COVID-19. • How to overcome hundreds of years of housing discrimination to achieve more equity in housing. o Intergenerational wealth helps to build societal equity—currently, white Americans have about 10x the wealth of Black Americans. • Data shows people aren’t financially able to buy homes until later in life (first time homeowners used to be in their 20s on average, now they’re in their 30s). • Thoughts on vision? o Appreciate the simplicity. o Like the language of “they can afford” vs. “affordable housing.” B. Board Discussion on 2020 Board Priorities—Facilitated by Sue Discussion of work plan as we head into the 4th quarter. Board members reviewed 2020 work plan and discussed current status/progress on each piece. Discussion • Interest in holding public hearings—would be great to hear from others in the community. o Could include housing providers and/or general public. • Land Bank has moved forward this year, though Kechter parcel development has challenge due to roosting eagles. • Did have Council liaison join once this year, may want to invite her (Councilmember Gorgol) to join again in Q4, especially now that she’s the chair of the Ad Hoc Housing committee. • May want to discuss liaison roles again, possible room for improvement. • 2021 work plan need to be submitted soon as well. • Will also submit Annual Report in January 2021 to summarize work done in 2020. • May want to have more conversation around City’s response to homelessness and how this connects to housing efforts.
