Diane moved to approve July minutes as amended. Bob seconded.
Approved unanimously 6-0-0.
6. NEW BUSINESS
A. Annexation Presentation—Kai Kleer, City Planner
Annexation is controlled by state statute and is the process for a municipality to incorporate new
territory. Limited in the distance you can expand your municipal boundaries through annexation.
Can be initiated via: voluntary, election, enclave, or agreement. With annexation from county to
city, some changes include affordable housing incentives, laws, sales tax increases, property tax
decreases, zoning, ability to vote for Mayor/Councilmembers, etc.
Discussion:
• With annexation of East Mulberry corridor, which would be done in phases, manufactured
home parks would be included in that.
• Two main manufactured home parks currently in the East Mulberry corridor area.
• Nothing east of I-25 could be annexed.
• Could potentially negotiate affordable housing requirements at time of annexation.
• City pays for utility conversion when needed.
B. Home2Health—Shawna Van Zee, Associate Planner
Shawna shared year 1 accomplishments related to engagement, including panel discussions
and local storytelling, and policy. Strategic Doing conversations aim to shift power to
community. Lessons learned: mistrust of local government; equity takes time, money, and

collaboration; risks are required; capacity requires collaboration; racism and inequity are our
history and present.
Into year 2, external and internal engagement will continue via language justice cohorts,
community summit, City Council work sessions. Key questions: What is the primary question?
How do we narrow down possible policies? How do we engage the community and leadership?
How do we build capacity?
Discussion:
• FLTI is the Family Leadership Training Institute through CSU Extension—offer a 20-
week curriculum focused on civic engagement.
o Through Home2Health grant, have been able to introduce bilingual English-
Spanish cohort for the first time.
• Tangible outcomes of Home2Health not yet certain—could include reviewing ADU
structure, U+2 Occupancy rules, etc.
o Want continued input from community to help make these decisions.
• Multiple ways to approach the City’s major housing goals—how to do this while also
considering discrimination and equity.
C. Board Discussion on Home2Health and Housing Strategic Plan—facilitated by Meaghan
Overton, City Planner
Meaghan shared an overview of the Housing Strategic Plan. Aim to have draft to Council for
consideration by February 2021. New plan will look at broader spectrum of housing, from
homelessness to “missing middle” and workforce housing. This process is being led by both
Meaghan and Lindsay Ex, Housing Manager.
Teams working on Housing Strategic Plan are the Internal Affordable Housing Task Force 2.0,
Home2Health, and a core team that will meet weekly. Ad Hoc Housing Committee has three
Council members involved, first meeting on August 20, and will meet through April 2021. This
plan must be community-centered, remove barriers, and be specific, quantifiable, and
achievable, while recognizing that housing is interconnected with all systems.
Next steps: Draft public engagement plan, evaluation framework RFP, first Ad Hoc Committee
meeting, August 25 work session, visioning, goal setting, strategy identification.
Discussion:
• Board members would like involvement beyond monthly updates.
o Could potentially add Housing Plan conversations to all upcoming meetings to carve
out time for discussion.
• Tensions built into the word “affordable” itself.
• Gaps Analysis pointed to low-income rental households that are leaving the City, while
higher-income homeownership is increasing.
• Board worked through “Magic Wand Exercise” to share ideal small and large changes.

o Understanding biggest barriers

e) Update on Affordable Housing Projects
• Neighborhood meeting on Kechter Land Bank property
o Brought up issues related to eagle roosting and significant trees—will cause delays
• Kristin provided an update on required historic preservation issue that complicated the
disposition of public housing which Housing Catalyst is selling to Elevations Community Land
Trust. While was able to work this out, it is an example of development challenges.
f) Future AHB Meetings Agenda
• Jen, Catherine and Sue will discuss how to best integrate Housing Plan conversations into
future meetings
• Next meeting will be Thursday, September 3 at 4:00 p.m. – fully virtual

• Hybrid meetings have been challenging, so this board will stay fully remote for now
