CALL TO ORDER – Heather Gossel called meeting to order at 5:32 pm 2. ROLL CALL a. Present: Heather Gossel, Dominique Ramirez, Dennis Hanno, Aaron Rodriguez, Sally Harris, Mark Partridge, b. Staff Members Present: Assistant Chief Kristy Volesky (FCPD), Adam McCambridge, Christine Macrina, and Jenny Lopez Filkins c. Guests: Sady Swanson from the Coloradoan and Lilliane to observe meeting. 3. AGENDA REVIEW 4. CITIZEN PARTICIPATION None 5. APPROVAL OF MINUTES a. March 11, 2020 regular meeting minutes, Dennis moved to approve, Dominique seconded, passed unanimously. b. June 22, 2020 special meeting minutes, Dennis moved to approve the minutes that were distributed at the July 8, 2020 meeting. The minutes distributed at the meeting were an earlier version of the draft minutes and not the version emailed with the agenda to the Board in advance of the meeting. Mark Partridge seconded the motion. No vote was taken. A point was made that the version of the minutes distributed at the July 8, 2020 meeting was incomplete and not the correct version of the minutes. Mark Partridge noted that he wanted to retract his second to approve the earlier, incomplete version of the June 22, 2020 meeting minutes and made a motion to approve the longer, more complete June 22, 2020 minutes version that had been emailed to the board in advance of the meeting. Dominique Ramirez seconded the motion and discussion ensued. 1. Mark Partridge noted that minutes must record what was said during a meeting, and the minutes should reflect the conversation as accurately as possible, be an historical record and the version distributed was incomplete. Dennis Hanno said baseless complaints should not go into public record without context. Some board members disagreed. 3. Dennis Hanno made a statement regarding the assertion made at the June 22, 2020 meeting about Police Officers being violent to People of Color. Mr. Hanno expressed his disagreement with this assertion. He also noted that he disagrees that de-escalation tactics are not considered by Fort Collins Police Services officers. 4. Dominique Ramirez described the statements made at the June 22, 2020 meeting as a sharing of what had been heard within the community. 5. Aaron Rodriguez noted these are highlights that were raised during the June 22, 2020 meeting and were answered by the Chief of Police at the meeting. A vote was taken and the motion to approve the more complete version of the minutes passed unanimously. Sally Harris made a point of order that no motion was made for rebuttal. Dennis Hanno raised a question about body-worn cameras having the ability to be turned off when they should not be. Per Lieutenant Volesky, body cameras can be muted and if a video is turned off it will retain the last 30 seconds. The Secretary, Christine Macrina, relayed that the minutes approved would be posted to the website on July 9 and would be brought to the next Citizen Review Board on August 12. 6. BOARD MEMBER REPORTS – None 9. OTHER BUSINESS Stephanie Booco, a licensed professional counselor and addiction counsel with Julie Bower, an advanced practice paramedic staff for the City of Fort Collins co- responders presented their program. The Mental Health Co-Responder position is jointly funded by Fort Collins Police Services, Summit Stone Health Partners, and UCHealth. Much of the financing is through Grants and therefore piecemeal. Data shows that many individuals in the justice system suffer from mental health conditions and many need medical care, with a few individuals being chronic users. The program is set up to address mental health and physical health once a situation is safe for home stabilization freeing up law enforcement and emergency services resources. The program has evolved into Community Outreach Response and Engagement (CORE), Integrated enforcement and medical. The program currently operates Monday through Thursday 9 a.m. to 7 p.m. There are only the 2 staff members, but if funding can be found they will operate every day. This team can follow up or monitor individuals who benefit from being treated in a low-key environment and thus prevent crisis treatment or jail time and can communicate so all responders are on the same page. Fort Collins Police Services has built the corresponding program into de-escalating. More information can be found at communityparamedic@uchealth.org. 10.
