As required by City Council Ordinance 061, 2020, a determination has been made that holding an in-person
hearing would not be prudent and that the matters to be heard are pressing and require prompt
consideration. The written determination is contained in the agenda materials.
This remote Landmark Preservation Commission meeting will be available online via Zoom or by phone. No one will
be allowed to attend in person. The meeting will be available to join beginning at 5:15 p.m. Participants should try to

Fort Collins is a Certified Local Government (CLG) authorized by the National Park Service and History Colorado
based on its compliance with federal and state historic preservation standards. CLG standing requires Fort Collins to
maintain a Landmark Preservation Commission composed of members of which a minimum of 40% meet federal
standards for professional experience from preservation-related disciplines, including, but not limited to, historic
architecture, architectural history, archaeology, and urban planning. For more information, see Article III, Division 19
of the Fort Collins Municipal Code.

INFORMATION
Established in 1985 and presented annually since then, the Friend of Preservation Award recognizes
exceptional efforts by an individual, organization, or specific project that has done the most to preserve our
community’s historic built environment.
This discussion will identify the recipients of the award in 2020. The awards are anticipated to be presented in
September 2020.

Friends of Preservation Awards
Established in 1985 and presented annually since then, the Friend of Preservation Award
recognizes exceptional efforts by an individual, organization, or specific project that has done the
most to preserve our community’s historic built environment.
Staff and the LPC review projects completed within the last year, to identify those few
exceptional projects that have gone above and beyond what is normally expected, and identify
individuals and organizations who have a history of outstanding contributions to historic
preservation over a period of years. Staff then provides a brief biography of each nominee, and
the Commission votes on the award recipients. Typically, 3 or 4 recipients are chosen each
year.
Specifically, the award is presented to the person, organization, or project that has done the most
in the past year to:
* Ensure a widely visible, lasting link to our community’s heritage and accomplishments of
the past;
* Further historic preservation purposes as defined in the City of Fort Collins Landmark
Preservation Ordinance including:
* Designate, preserve, protect, enhance and perpetuate those sites, structures, objects and
districts which reflect outstanding elements of the City’s cultural, artistic, social, economic,
political, architectural, historic or other heritage;
* Foster civic pride in the beauty and accomplishments of the past;
* Stabilize or improve aesthetic and economic vitality and values of such sites, structures,
objects and districts;
* Protect and enhance the City’s attraction to tourists and visitors;
* Promote the use of outstanding historical or architectural sites, structures, objects and
districts for the education, stimulation and welfare of the people of the City;
* Promote good urban design;
* Promote and encourage continued private ownership and utilization of such sites,
structures, objects and districts now so owned and used, to the extent that the objectives listed
above can be obtained under such policy.

Agenda Item Name: LPC Friend of Preservation Awards
Description of Item: Established in 1985, the Friend of Preservation Award is the City’s highest honor
awarded for historic preservation. Each year recipients are selected by the LPC to recognize exceptional
efforts to preserve our community’s significant buildings and resources.
Justification Why the Item Is Pressing and Requires Prompt Consideration: This request would
enable the LPC to select the recipients of the 2020 awards, allowing sufficient time for the awards to be

Sustainability Workshop Series – Cost Calculator Tool
EXECUTIVE SUMMARY
This is a brief informational presentation and discussion (as part of an ongoing series requested by the
Commission) regarding the intersection of the Secretary of the Interior’s Standards for Treatment of Historic
Properties and the “Triple Bottom Line” approach to sustainability that has been adopted by the City (as well as
other government and preservation organizations). The presentation will specifically cover the use of the Cost
Calculator Tool commissioned by the City of Fort Collins in 2018 to help owners of historic property in the city
compare the costs of replacement vs. repair of certain key historic features like windows, siding, etc. Considering
that, generally, careful repair can be more cost effective than full replacement, use of the Cost Calculator tool can
realize community-wide economic, environmental, and social sustainability benefits as discussed in previous
workshop trainings. Staff will provide an administrative history of the tool, and a quick instruction session on how
to use the calculator.

LPC Work Plan - Progress and Priorities
EXECUTIVE SUMMARY
City Code requires all boards and commissions to file work plans on or before September 30 for the following year.
According to the Boards and Commissions Manual, work plans should set out major projects and issues for
discussion for the following year. The LPC adopted the attached 2020 work plan at its October 16, 2019 meeting.
Consideration of pending priorities associated with the work plan will be a regular work session discussion item.
The regular recurrence of this discussion item is intended to provide the Commission with the opportunity to
measure ongoing progress and identify action items.

RE: Landmark Preservation Commission 2020 Work Plan
Overview of the Landmark Preservation Commission (Est 1968):
• Federally authorized Certified Local Government (CLG} since 1991. CLG status:
o Authorizes LPC to administer state and federal preservation regulations, notably Section 106
Review and Compliance for all projects with federal licensing, permitting, or funding. Ex: MAX
bus system, Linden Street improvements, Community Development Block Grant (CDBG}, flood
mitigation, telecommunications.
o Enables residents to participate in the 20% Colorado State Tax Credit program.
o Provides a dedicated pool of grant funding: Fort Collins has received over $200,000 in CLG
grants for training, surveys, building preservation, and community education and outreach.
o Requires enforcement of appropriate state and local legislation for the designation and
protection of historic properties, consistent with the Secretary of Interior's Standards.
o Requires on-going survey of historic resources.
• Nine-member board, at least 40% of whom must have professional expertise in the fields of historic
preservation, architectural history, architecture, archaeology, or closely related fields:
o Commission professional expertise includes: Architecture (Nelson, Paecklar, Simpkins);
Landscape Architecture (Bredehoft); Archeology (Gensmer); Finance (Bello); Historic
Preservation (Murray, Wallace); and Education (Dunn).
• Final decision-maker on:
o Requests for alterations to properties designated on the National Register, Colorado State
Register, and as Fort Collins Landmarks
o Determinations of eligibility for Fort Collins Landmark designation
o Allocation of Landmark Rehabilitation Loan funds
• Makes recommendations:
o To Council on Fort Collins Landmark designations;
o To the Colorado State Review Board on nominations to the National and State Register
o To Decision Makers on compatibility of developments adjacent to historic properties
• Advises Council on the identification and significance of historic resources, threats to their
preservation, and methods for their protection
• Advises Council and staff about policies, incentives and regulations for historic preservation.
