A regular meeting of the Liquor Licensing Authority was held March 7, 2019 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Show Cause Hearing for Wing & Tong, Inc.,
dba Masa Hibachi, 2400 East Harmony Road, Unit 102
Stipulation Agreement Approved
Guo Tong Zhou, representing Wing & Tong, Inc., stated he has received a copy of the stipulation
agreement and agrees with the terms.
Assistant City Attorney Scurlock reviewed the stipulation agreement. She stated the Licensee has
agreed to a 15-day suspension, 5 days served ($448.65 fine paid in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I)
prohibiting the service of an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Wing & Tong, Inc., dba Masa Hibachi, 2400 East Harmony Road, Unit 102.
Show Cause Hearing for Adaman, Inc.,
dba Sri Thai Restaurant, 950 South Taft Hill Road
Stipulation Agreement Approved
Dhiphenee Mayes, representative for Adaman, Inc., stated she has had an opportunity to review the
stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation. She stated the Licensee has
agreed to pay a fine of #200 and to surrender their license today for violating Colorado Liquor Code
Section 44-3-901(1)(b)(I) prohibiting the service of an alcohol beverage to a person under the age of
twenty-one years and Colorado Revised Statute Section 44-3-901(11) failing to ask for identification.

Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Adaman, Inc., dba Sri Thai Restaurant, 950 South Taft Hill Road.
Transfer of Ownership of L&C Corporation,
dba Thai Pepper, 109 East Laurel Street, Approved
Issra Putvattana and Usa Rukkumyee, representatives for L&C Corporation, stated they have had
experience in the sale and service of alcohol. Mr. Putvattana stated that any patron that orders an
alcoholic beverage will be required to present valid identification in order to be served. He stated any
employee found in violation of the liquor code will be immediately terminated. Mr. Putvattana stated
it is their intent to follow all laws regarding the sale and service of alcohol.
Judge Lane approved the transfer of ownership of Thai Pepper, 109 East Laurel Street from Thai
Pepper, LLC, to L&C Corporation.
New Application from Zhang and Xu, LLC
dba Tom Kha Thai Asian Bistro,
144 North Mason Street, Unit 8, Approved
Di Zhang and Tianji Xu, representatives for Zhang and Zu, LLC, were sworn. Yameng Zeng, manager
applicant, was also sworn. In response to questions from the Authority, Mr. Zhang stated they will
primarily be a restaurant, expecting alcohol sales to be only 10% of their gross sales. He stated they
will card anyone that orders an alcoholic beverage. In response to a question from Liquor
Enforcement Officer Epling, Mr. Xu stated they have made only cosmetic changes to the premises.
Discussion ensued regarding the diagram.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. Ms. Just briefly described the petitioning
process and stated this survey indicates strong support for this application.
Judge Lane adopted Resolution 2019-007 approving a hotel-restaurant liquor license from Zhang and
Xu, LLC, dba Tom Kha Thai Asian Bistro, 144 North Mason Street, Unit 8.
New Application from Bagul-Bagul, LLC
dba Dae Gee #5, 120 West Olive Street, Suite 101, Approved
Attorney Dan Bonifazi, representative for Bagul-Bagul, LLC stated they are ready to proceed.
Hyogyeong Chi was sworn. She stated they will be open from 11:00 a.m. to 10:00 p.m. and that they
intend to stop serving alcohol at 9:30 p.m. Ms. Chi stated she will become certified to train her
employees in TIPs. She stated any customer ordering an alcoholic beverage will be required to produce
valid identification. Ms. Chi stated any employee found in violation of the liquor code will be
immediately terminated and that they will not allow intoxicated patrons to stay on the licensed
premises. She stated she anticipates food sales to be 80%.
Carol Johnson, representative for Esquire Petitioning, was sworn. Ms. Johnson briefly described the
petitioning process, stating that this survey indicates strong support for this liquor license application.
Judge Lane adopted Resolution 2019-010 approving a hotel-restaurant liquor license application from
Bagul-Bagul, LLC dba Dae Gee #5, 120 West Olive Street, Suite 101.
