CALL TO ORDER Mark Partridge called to order at 5:34pm 2. ROLL CALL • Present: Dominique Ramirez, Mark Partridge, Dennis Hanno, Sally Harris, Aaron Rodriguez • Board Members Absent: Sally Harris • Staff Members Present: Frank Barrett (FCPD), Jenny Lopez Filkins • Guests: Joel Yust 3. AGENDA REVIEW • Nothing to review 4. CITIZEN PARTICIPATION • No citizens present 5. APPROVAL OF MINUTES • Add Heather to roll call and correct Aaron’s last name to Rodriguez (with a G) • Heather makes motion to approve 6/12/19 with two changes Dennis seconds the motion, unanimous. June 12th, 2019 minutes approved. 6. UNFINISHED BUSINESS • Dennis: asking Christy why CRB doesn’t have cases very often any longer ▪ Christy: Dept is more engaged with the community than ever, new chief initiatives seem to have positive effect. More transparency. ▪ Jenn: Has heard that many people who file complaints now are coming to the police dept and see the body cam footage, and then change their mind on pursuing complaints. ▪ Mark: maybe during interim chief period more cases were sent to CRB that are now being handled in dept to the appropriate levels • Mark: Mandatory training for all boards and commissions members, Respectful Workplace training, the next one is August 6th. Will be notified if there is a makeup training or a recorded version to view. NEW BUSINESS • Voicemail: One Officer Complaint – gentleman called with a complaint based on an interaction with an officer, Mark referred him to Christy with the FCPD to follow the proper chain of command. Mark invited him to the CRB meetings. Christy called him to connect, left two voicemails, no contact back. Jenny: If there is ever a voicemail with a person in a different language, please connect with Carol Thomas who has access to qualified interpreters. The Human Relationship Commission also has resources available to people who speak other than English. There is also a complaint form online that can be used. Spanish is available directly in the community, but the city also has 24/7 interpreter services available through a service. • Email: None 8. BOARD MEMBER REPORTS • Dennis will the extra seat be filled at some point? Mark: that is on hold • Jenny: new City Council is looking at potential changes to boards and may create changes upcoming, so there is not movement in the meantime • Aaron: Has the FCPD thought of doing any social media audits of officers? Has not heard of it being needed in Fort Collins, but there is a lot of talk, nationwide. • Christy: nothing that she has heard of, there have been inappropriate posts in the past and they have been reported in the past by other officers, there isn’t a concern that would warrant that, but she will check and report. • Jenny: there is a Colorado statute that prohibits employers from making personal social media accounts accessible • Aaron: is self/peer reporting actually happening? In other cities, audits are finding that peer reporting is not happening • Mark: In Georgia, several officers have lost their jobs based on their postings found by private groups that found posts that were in private police groups online People having alias’s that they use online makes it more difficult to track federal employees.
