CALL TO ORDER Chair, Hill, called the meeting to order at 5:30 PM 2. We have completed over 2500 on street spaces including two parking lots, installed 1400 sensors in three parking structures, and we have 26 pay stations in those parking structures. What we still have planned this year about 250 additional spaces and one parking lot. There has been some delay due to street work and development currently being done in these areas. We will be installing sensors in the Mason lot, as they just completed work in that area at the beginning of this year. On Howes Street, by the City buildings and over by Willow, we are waiting on that development to be completed. It’s unsure how many spaces will be available; we are estimating about 200. With all this new development, we have added four new systems that are providing us data. The new systems are: Passport Mobile App, Parking Sense (structures), CivicSmart (on street), and a T2 with Pay Station data. These four systems do not communicate with each other. Much of this data has been coming to us through different systems and require us to compile this information together manually.  Structure Payment Information • We can sort and filter this data by the location, Civic Center, Old Town, or Firehouse can be sorted by year, quarter, month, or day. Also, it can sort by time of day and session start/finish. Also, through our pay stations and our PassPort, we can view transaction data, i.e. time of day, payment type, credit card or cash, and the amount of the transaction. This gives us is occupancy data. The screen shots you are looking at is YTD for January 2019 through June 2019 (see attachment). Over 90% of our customers that are paying in the structures are hourly payments by credit card through the Passport Mobile App or through the Pay Station and the other 10% are paying with cash or with a validation code. 53% of revenue is coming from Civic Center garage (our largest structure), which has 900 spaces, Old Town is 25% of revenue with 323 spaces. Mason Lot has 35 spaces and we only offer payments from 6 pm to 7 am., otherwise, it’s permitted. Firehouse has 216 spaces.  On-street sensor Graphs • The information available is Location (zone, street, block), Space, Date and Hour. This provides us with data on 07/08/2019 – MINUTES Page 3 turnover, occupancy, duration/length of stay, averages and coming soon, we will be able to get the space type (2-hour, ADA, Unrestricted) data.  Passport Mobile App – 2019 Information YTD  Parking availability via App • Passport Mobile App – over 13k people have downloaded the mobile app since January 2019. 600 are using the Wallet for adding funds. Passport usage has gone up since January. A user can view open on-street spaces available and be to see occupancy at any of the parking structures through this app. These two maps will become one map eventually.  BI Dashboard • We are currently working with our vendor to consolidate this data into one dashboard. This will allow us to see all of the on- street occupancy and turnover, parking structure occupancy and turnover, payment transactions, compare revenue, citations and permits.  Anticipated Data Timeline • BI Dashboard Information o Q3 – 2019 Citation and Permit Data o Q3 – 2019 Passport Mobile App Data o Q3 – 2019 On-street Sensor Data • Report Information o Q3 – 2019 Hire Data Analyst o Q4 – 2019 Monthly Reports o Q4 – 2019 Public Reports • Passport Navigation o Q4 – 2019  License plate recognition - Barnes – We are researching apps and fixed cameras.  Data Analyst position – Barnes – we are currently recruiting for a data analyst.  Wilkens asked if the customer can get a text message and if they do not respond, can they get a reminder text until they respond. Barnes replied – we are looking into that and have it on our wish list.  More data will be available some time in Q4 07/08/2019 – MINUTES Page 4 • Lorson stated that a standing report for Parking Advisory Board to review is a possibility in the future. b. Review and prioritize the list of parking action items from the Downtown Plan (see attachment). - Lorson  Slide 10 – Prioritizations and Metrics • Collect parking utilization data • Parking enforcement adjustments • Reduce parking demand • Use under-utilized parking lots • Manage supply • On-street paid parking  Hill – one of the first reports that she would like to see is occupancy by hour and what areas are full and most full, by block face, by hour, by date.  Lorson – this information will be available with the BI Dashboard.  Hill – regarding parking enforcement time adjustments, would like to see the start and end time of when enforcement is out and see the data to determine what times is best to have enforcement out.  Lorson will be creating a project list of what was discussed and the key points that need to be addressed.  Discussion on garage pay system change, before and after – Keselburg. • The Board reviewed the video from the Coloradoan regarding parking in Fort Collins. • Reviewed parking structure revenue since system conversion and discussed citation revenue specific to pilot off-hour enforcement. c.
