CALL TO ORDER Vice Chair, Utter, called the meeting to order at 5:30 pm. 2. ROLL CALL BOARD MEMBERS PRESENT: CITY STAFF PRESENT: Kayla Utter, Vice Chair Drew Brooks, Director of Transit Adam Eggleston Eric Keselburg, Parking Manager Barbara Wilkins Danna Varnell, Business Support Bob Criswell BOARD MEMBERS ABSENT: PUBLIC PRESENT: NONE Nora Hill, Chair - excused Travis Anderson -excused OTHERS IN ATTENDANCE: NONE CITIZEN PARTICIPATION: NONE 3. APPROVAL OF MINUTES Minutes approved by Eggleston and second by Criswell. 4. UNFINISHED BUSINESS a. Parallel parking  Eggleston – no decision was made, and the topic will be going back to Council. 5. NEW BUSINESS a. Changing the code requirements to reflect social responsibility with the assessed costs spread over many years – Wilkins  It was asked when residents build, the only code that I understand is Council Liaison: Ken Summers Chair: Nora Hill Vice Chair: Kayla Utter Staff Liaison: Drew Brooks (970) 221-6386 Administrative Support: Danna Varnell (970) 224-6161 11/12/2019 – MINUTES Page 2 if you tear a building down and you rebuild, you must have parking associated with the building. If you have an existing building and add on to it why aren’t those structures required to have the same kind of parking? It was also asked when parking space is available on a resident’s property, can there be some type of tax benefit and encourage others to have parking on their property? Keselburg asked Wilkins to send him an email with more details regarding her question and he will inquire with the Planning and Zoning department.  Eggleston - Maybe a metro district tax like the mall has? Criswell – several years ago, John Clark, a former council member wanted to pass this tax and it didn’t pass. Wilkins will provide some research on why the Loveland DBA can increase or charge a tax without a vote and why Fort Collins doesn’t.  Wilkins also stated that during the Downtown Lighting Event, there was no available parking at the Civic Center Parking Garage and plenty of parking at Fire House Alley Parking Garage. It was asked if more signage will become available to direct people to other parking garages that aren’t as full. Brooks stated that there will be future wayfinding signage that will let people know about the other garages.  Wilkins asked if one of the lanes along LaPorte can be made into diagonal parking, across from the Civic Center Parking Garage on the north side of the street. Keselburg will check with the Traffic Department to see if there are any plans to do this. b. Discuss providing change in parking structures – Hill and Utter  Utter – it appears that between10-15% of the parking customers are using cash in the parking garages. This was a higher number than we were anticipating. With that percentage of customers using cash, we think it is appropriate to put, at least on the first floor, a change machine, along with signage directing parking customers to the machine. It would be informative to have a report that can tell us what type of bills are found in the machines, and in what quantities. Keselburg will investigate this and report back to the Board his findings. 6. OTHER BUSINESS a. Begin updating the 2019 Annual Board Report – due January 31st . 7.
