CALL TO ORDER Mark Partridge called to order at 5:38pm 2. ROLL CALL • Present: Dominique Ramirez, Mark Partridge, Dennis Hanno, Aaron Rodriguez, Sally Harris • Board Members Absent: Heather Gossel • Staff Members Present: Kristy Volesky (FCPD), Jenny Lopez Filkins, Christine Macrina • Guests: none 3. AGENDA REVIEW • Year End Report and 2020 Goals 4. CITIZEN PARTICIPATION • None present 5. APPROVAL OF MINUTES • Case number should be 2019-032 NOT 2019-033 in all places • Aaron motion to approve with corrections, Sally second, approved unanimously 6. UNFINISHED BUSINESS • None 7. NEW BUSINESS • Voicemail: None • Email: None • Subcommittee Meeting (Dec 18, 2019) ▪ PSU2019-032 set for 5:30pm ▪ PSU2019-048 set for 6:00pm (changed from 6:30pm) Will take place in Community Room at 215 N Mason Wednesday, December 11, 2019 at 5:30 p.m. 215 N Mason, Community Room (Parking on north side of building) 12/11/2019 – MINUTES Page 2 CITIZEN REVIEW BOARD (CRB) REGULAR MEETING 8. BOARD MEMBER REPORTS • Dennis – Attended Super Issues Meeting. Four new city council members, they thought it was really important to set city staff working on big plan to outlaw fracking, but there has not been any plans for fracking inside of city limits. o Status of broadband, unknown o “State of the City” will be in end of Jan. o Dennis attended Volunteer Appreciation Dinner with city, and it was well received. • Respectful Workplace Training needs to be completed by all members by end of December 9. OTHER BUSINESS • Year End Report o Due Jan 30 o Mark will compile cases, training, reports; will send out ahead for approval o Workplan was due at the end of September, and then Council rep would pass information upward. o Mark and Heather compiled for last year, it was voted on and approved previous. Many things were useful and would be applicable to repeat in 2020 • Core trainings o New member training (did complete in 2019) o Mock training subcommittee o Use of force and defensive tactics o Firearm, less than lethal o Simulations for decision making at police department o Kristy will see if firearms instructor can provide simulation and training • Additional options o Ride along’s o K-9 training and how they respond o Mental Health and Intellectual Disability Awareness – Mark can set up with ARC of Larimer or Kristy can set up with Dr. Dan o Homeless update from city perspective  How are things being enforced by city? • 2020 Goals o Challenges should be addressed in year-end report, explaining why not all goals were not met Wednesday, December 11, 2019 at 5:30 p.m. 215 N Mason, Community Room (Parking on north side of building) 12/11/2019 – MINUTES Page 3 CITIZEN REVIEW BOARD (CRB) REGULAR MEETING o Dennis – will we be getting a 7th person on the board?  Christine anticipates an informational email coming from council  Mark would like to move forward and not wait to see if a 7th person is coming o Email any Workplans additions to Mark o New elections for Chair and Vice Chair will take place in Jan o CRB will be meeting in this location for all of 2020. 10.
