6. NEW BUSINESS
Discussion of the memo from City Manager’s Office regarding aligning and
restructuring of the Boards, so that all Boards align with the strategic
outcome areas.
Right now, we have 28 Boards and if they were to move forward, there would be a
significant reduction to the Boards and Commissions. Timeline – there will be a work
session with City Council on September 24th
to discuss this. Danna will send this
memo to all board members, so they have the information. If this needs to be
discussed further, we can discuss this at our next meeting.
The City of Fort Collins Parking Staff met with The City of Greeley today as
planned – Keselburg
The City of Greeley does not have nearly as much parking demand as The City of
Fort Collins, also The City of Greeley does not have parking structures; they have
parking lots that they are beginning to utilize for parking. Before that, they were
utilizing just on-street parking. Once they moved the permit parking off the streets
to the parking lots, the streets became significantly less occupied. They like the pay-
to-stay program, but you must start a session immediately when you park, knowing
that you may stay longer than two hours. The City of Fort Collins is looking for a
more flexible system. What the City of Greeley noticed with the pay to stay program
is that they had a significant reduction in tickets for overtime stays, They off set the
revenue almost exactly from citations from pay-to-stay so that it’s the same money
and outcome from permits vs tickets. We also asked them about turnover and if this
has reduced turnover and The City of Greeley said that they did not know at this
time nor do we know if that was one of their objectives or concerns. We will be in
communication with them so we can understand a little bit more of their progress.
Linden Street Project presentation and Q & A - Guests, Kyle Lambrecht, City
Fort Collins Engineering and Keith Meyer, President, Ditesco – (see presentation)
Lambrecht presented the two design layouts of the Linden Street Project to the
Board. Several members of the Board were in favor of Design A and a few others
were in favor of Design A1. Several others had no preference in the design.
Summary of priorities from Downtown Plan - Parking enforcement adjustments –
Lorson (see presentation)
As of right now, we do not have good data for on-street parking. We are having an
internal parking planning meeting and will review the data before we begin sharing
that data and making any decisions.

Priorities and Metrics – Keselburg
Prioritization
1. Collect parking utilization data – verify accuracy
2. Parking enforcement adjustments – adjustments are being made to
enforcement to be consistent with on-street signage. See presentation to
view the extended enforcement efforts and the new Parking Enforcement
schedule.
3. Reduce parking demand
4. Use under-utilized parking lots
5. Manage supply
6. On-street paid parking
Back in angled parking pilot on N. Howes along Washington Park– Lorson
(see presentation)
There were several questions and concerns voiced by the Board.
Is backing out of a space any safer than pulling straight out forward?
There are studies that prove it is safer for both auto and bike
traffic to pull out of a space verses backing out of a space.
What happens when your line of sight is blocked by a high-profile vehicle?
Two main advantages of backing into a parking space are
safety/line of sight and maneuverability upon leaving the space.
The driver can see their surroundings more clearly when pulling
straight out of a backed position in the stall.
What does the City hope to gain by this pilot?
Lorson – this will be a 1-year pilot program in this area, utilizing
approximately 20 spaces. The N. Howes Street/Washington
Park area typically have the same citizens parking there daily.
We will be educating the public on how to use these spaces
and the benefits of back-in parking. A survey will be sent out
and responses will be evaluated to possibly use this type of
parking around other areas of the city that are similar.
Overview of Transit Master Plan - Utterly moved to table this conversation until next
PAB meeting, it was second by Eggleston.
