CALL TO ORDER Chair, Hill, called the meeting to order at 5:30 PM 2. ROLL CALL BOARD MEMBERS PRESENT: CITY STAFF PRESENT Nora Hill, Chair Eric Keselburg, Interim Parking Manager Kayla Utter, Vice Chair Belinda Barnes, Parking Sr. Supervisor Bob Criswell Danna Varnell, Parking Business Support Adam Eggleston Barbara Wilkins PUBLIC PRESENT: Eileen McCluskey CSU Political Science Students (12) BOARD MEMBERS ABSENT: OTHERS IN ATTENDANCE: Travis Anderson, Excused Indy Hart, Transportation Board 3. AGENDA REVIEW Hill stated there were no changes to the published agenda. 4. CITIZEN PARTICIPATION None. 5. APPROVAL OF MINUTES Utter made a motion seconded by Eggleston to approve the February 2019 minutes. 6. UNFINISHED BUSINESS None. NEW BUSINESS • Marketing for Parking Services – Keselburg o No additional items from the last meeting to follow up on. Marketing for Parking Services information will be available soon • Implementation of the new parking garage technology - Barnes o The purpose of Parking Sensors  Provide occupancy & turnover data  Show availability via FC Parking App  Navigation • The Scope o Completed in 2018  2,663 on-street in ground sensor spaces  3 parking structures  2 parking lots o Planned 2019  45 curb mounted spaces  200 additional spaces  1 parking lot  Additional steps • Reporting o Verifying accuracy o Identifying metrics to share with the public • CCPS o Will be moving Rooftop kiosk to SE 1st floor o Additional signs within the structure o Speed bumps to slow down traffic. High speed through the structure has become dangerous • OTPS o Additional signs o Speed bump at Mountain entrance • Questions from board o When will the data be shared? Barnes stated that data will be shared somewhere in the second quarter. o Eggleston asked if there was a way to promote the data through the DBA. For instance, use the date to promote “slow times” in the downtown area. Barnes stated that she may want to include this information in the marketing plan. Eggleston also made a suggestion regarding the Parking App to show number of parking spaces available verses just using the color red to show full spaces. This may deter someone looking at the app to go elsewhere if it shows all red. Possibly use numbers? Possibly use a header to show how many spaces are available. Barnes stated that they 03/11/2018 – MINUTES Page 3 are working with the provider to improve the visual on this. Research from other cities have used the red, yellow, green visual to help the parkers with space availability. Eggleston suggests a better first screen. Barnes has received a few pages of design that the vendor is working on and we will share it with the board for comments and feedback. o Barnes stated that an Android phone will give you number of spaces that are occupied. Apple shows percentage of available spaces. Barnes is currently working directly through Apple to get this resolved. o Eggleston asked if the developers have any future plans to integrate this App with Waze or Google Maps. Barnes will follow up with them. o Barnes stated that the WiFi in the downtown are is poor. The service is even worse when inside the parking structures due to the concrete. They are looking into resolutions for this issue. o Hill mentioned that she has several inquiries regarding paying on your way out of the garages. Barnes stated that it is not in the plan. o Hill had a customer inquire about alerts on their phones when their time is about to expire. Barnes stated that when signing up, you need to make sure you sign up for SMS alerts (text message alerts) and make sure you renew your time prior to expiration, if you plan on staying longer. o Barnes reiterates that clear, concise verbiage is critical to communicating within the parking structures. An interface update will be sent out to citizens. o Utter is requesting more data available for our next meeting. • Update on new PAB board members and their start dates o Varnell was informed that due to interviewing conflicts, any new members would not be interviewed until after the election. 8. BOARD MEMBER REPORTS None. 9. OTHER BUSINESS The November Parking Advisory Board meeting falls on a City holiday, Veteran’s Day. The Board has chosen to hold the meeting on Tuesday, November 12th . 10. ADJOURNMENT 7:24 pm
