1. CALL TO ORDER
● Shana called the meeting to order at 6:03 p.m.
2. ROLL CALL
● Board Members Present - Lyssa del la Torre, Shana Ryken, Melanie Potyondy,
Erma Woodfin, Kori Wilford, Shannon Hein, City of Fort Collins staff liaison
● Absent - Lexie Kuznick, Hannah Little, Nadine Nehme
3. AGENDA REVIEW
● No changes made
4. CITIZEN PARTICIPATION
Meeting began with public comment from Christa Timmerman, MPH, Health Educator with
the Larimer County Department of Health & Environment. She’s been heading up efforts in
schools and educating community members about the youth vaping epidemic. She shared
statistics and facts about youth vaping in Larimer County. Nicotine is highly addictive to
youth and teens and there are safety concerns with the vaping products. City of Fort
Collins and the state of Colorado does not have tobacco retail licensing, and this is one
way that could prevent youth vaping. Christa has talked with City Council in the past.
Council suggested building community champions and stated they’d like to hear more from
the larger community on the issue. Policy recommendations- tobacco retail licensing,
raising the age to buy to 21, banning flavored products, no sales near popular youth areas,
limited advertising, requiring quit resources to be posted at retail establishments.
5. APPROVAL OF MINUTES
a. Melanie moved to approve the May 15 minutes as written. Kori seconds. No
discussion.

a. Women’s Commission budget review
■ $350 left in budget through December 31
■ Women’s Foundation of CO Luncheon Friday October 11
● Unanimous vote to purchase two tickets at this time and members to
decide in August which Commission members will attend (2 tickets for
$75 each). Erma and Alyssa would like to attend and have not been in
the past. Nadine and Lexie have also not attended so this will be
discussed in August.
● Shannon will purchase the 2 tickets the week of 6/19.
b. September Panel Planning
■ Women on the Move: Safety and Transportation in Fort Collins
■ Shana will connect with Lexie to see if she has contacted speakers
■ Shannon will connect with SeonAh to follow-up on who she contacted from
COF Transportation about being on the panel.
■ Melanie will create a short blurb and graphic for Shannon to give to COF
Comms office to share on social media.
■ Shannon will purchase cookies for the meeting, which will be available to any
public who attend
7. NEW BUSINESS
a. Erma will attend the Intergenerational Conversations planning meeting on 6/20/19,
which the Commission was invited to by the Senior Advisory Board in May.
b. Erma shared a brief overview of the Human Relations Commission’s equity and
inclusion series. There was not a wide-diversity of people in attendance. We agreed
that we’d like to be involved in the series next year and the Human Relations
Commission would like for us to be involved.
i. Melanie suggested a meeting before the series for volunteers and facilitators
next year.
c. Erma suggested the Women’s Commission take the local Human Trafficking course
offered by the Anti-Trafficking Community Response Team. This group could
potentially be on a future safety panel for our meetings, or perhaps collaborate with
another board and commission to bring the class to our groups and the community.

d. Lyssa suggested that perhaps the Air Quality Board would have an interest in
vaping issues.
e. Shannon- Dept. of Utilities would like to talk to Commission about Halligan
Reservoir proposals
i. Janet Freeman - would like to present on how to facilitate equitable meetings
(within Commission and in our community)
8. BOARD MEMBER REPORTS
a. CEDAW
■ Boards and Commissions on-board to support CEDAW:
1. Natural Resources was interested in an update - Shannon shared info
2. Senior Advisory
3. Human Relations
4. Natural Resources
5. Economic
■ Lexie plans to send Resolution to Councilperson Emily Gorgol to be sure it
looks ok. Then, Sara Kane can get it into Council’s packets. Shannon will
determine what else would need to be done as far as a council.
1. Discussion of resolution vs. ordinance - an ordinance is permanent
and would involve the City putting a budget toward it.
b. Events Updates and Announcements
■ July 2, 8:00 am: Wolverine Publishing - City’s Business Listening Sessions -
mayor, city manager, and city leadership to hear challenges from women
about running a local business
■ Respectful Workplace Training - Required for Commission members -
1. 2 meetings taking place end of July and beginning of August, Shannon
will resend invite from Christine
c. Council meetings
■ July 2 - Melanie
■ July 16 - Shana and/or Kori
