The Land Conservation and Stewardship Board (LCSB) is pleased to present the 2018 Annual Report
to the Mayor and City Council. It has been a pleasure to fulfill our responsibilities as advisors to
City Council on issues related to natural areas. The LCSB will continue to serve the community and
City Council in 2019.
1. Recommendations -The LCSB recommended that City Council/City Manager approve the
following items:
• Adoption of the 2017 LCSB Annual Report
• Easement Request for Stormwater Outfall on Pelican Marsh
• Easement request for Soaring Vista Natural Area
• Notice of Alignment on Arapaho Bend Natural Area
• Appropriation of recently awarded grant revenues
• Electric Bike Pilot Project with Natural Areas protective restrictions (No Class II)
• The 2018 appropriations of prior year Natural Area reserves
• Optional features for the Poudre River Whitewater Park
• Ordinance to appropriate recently awarded GOCO grant funds
• Intergovernmental Agreement with Larimer County
• Phase II for an instream flow augmentation plan on the Cache La Poudre River
• The sale of the City’s seven water taps plus the sewer tap to the City Land Bank
1a. Recommendations -The LCSB recommended that City Council/City Manager not approve the
following items:
• The sale of a portion of Pineridge Natural Area to an adjacent homeowner.
2. Presentations - staff and others provided presentations and update on:
• Platte River Power Authority’s energy portfolio and proposed transmission line through Meadow
Springs Ranch
• Easement request for Arapaho Bend Natural Area
• Budgeting for Outcomes 2019-2020
• Whitewater Park Update
• Natural Areas Conserved Lands Easement Policy
• Northern Colorado Prairie Dog Advocates requesting Natural Areas relocate prairie dogs into
Natural Areas versus lethal management
• The Prairie Dog Management Plan

• The proposed Meadow Springs Transmission Line alignment
• Bicycle Advisory Committee’s white paper on electric-assist bicycles
• E-bike pilot project for Class I and Class II e-bikes on paved trails
• Biosolid process at Meadow Springs Ranch
• City’s environmental protection requirements for development projects
• Gateway Natural Area Management Plan update
• The 2019 Land Conservation & Stewardship Board Annual Work Plan, Roles and Responsibilities
• Environmental Impact Statement on NISP
• Proposed partnership with Montava Developer
• Kingfisher Natural Area Restoration Plan update
• Trail use and visitor survey results from the Foothills Natural Areas
• Mitigation strategy for Roundhouse Renewable Energy’s proposed transmission line
3. Board periodic review:
Gerry Horak addressed the Board members on both the draft LCSB 2019 Workplan and the Board
Roles and Responsibilities.
4. Memos to City Council:
• Platte River Power Authority’s proposed transmission line alignment
• Pilot program to address e-bike use on Fort Collins paved trails
• Board’s position on Environmental Impact Statement for NISP
• Supporting White Water Park enhancements and funding
• Concerns for NISP project (draft)
5. Miscellaneous.
• Board members viewed Kingfisher Point Natural Area Restoration Project
• Board members attended a field trip to Soapstone Prairie Natural Area
• David Tweedale volunteered on the application review committee for Nature in the City
• Marcia Patton-Mallory acted as the Bicycle Advisory Committee Liaison
• Joe Piesman and David Tweedale attended the Boards and Commissions Super Issues meeting on
May 7th
and Keep Fort Collins Great presentation on October 29th

• Board members attended and participated in the Annual Northern Colorado Regional Open Space
Board Meeting on November 14th
.
• Elected Joseph Piesman as Chair of the Land Conservation & Stewardship Board
• Elected Raymond Watts as Vice Chair of the Land Conservation & Stewardship Board

• Board members participated in a joint Board meeting with Water Board, Natural Resource Board
and Water Board to discuss NISP EIS and the Roundhouse Renewable Energy’s request for a
transmission line easement across a portion of Meadow Springs Ranch.
