• CALL TO ORDER
o The meeting was called to order at 5:30PM
• ROLL CALL

o Colleen Conway requested that discussion of the MLK Celebration be added
• APPROVAL OF MINUTES
o C Conway moved to accept the minutes as is. Jean Runyon seconded. Vote to approve 8-0

o All Commissioners briefly introduced themselves
• PRESENTATIONS
o Christine Macrina, Boards and Commissions Coordinator
Christine made a video presentation that defined terms, policy, laws and rules regarding
Commission membership and structure:
1. Fort Collins government structure
2. 7 Key Outcome areas
3. Commission and Board liaisons
4. Rules regarding conducting meetings
5. City Council meeting dates
6. New Boards and Commissions manual will be adopted in February.

o Jenny Lopez-Filkins, Compliance Policy and Project Manager
Jenny shared a power point that defined additional terms, policy, laws and rules regarding
Commission membership and structure:
1. City Charter
2. Ethical rules
3. City assumes liability of defense of civil claims
4. Public meeting law
5. Respectful workplace policy to be voted on by City Council 1/15/19
6. Examples of when to consult with Jenny regarding Commission issues
Wendy True had a question regarding category of commissioners. According to City Code
and Charter, commissioners are considered officers of the City.
o Carol Thomas, Equal Opportunity & Compliance Officer, Staff Liaison
Carol shared on overview of the KFCG tax that ends in 2020.
1. The City is requesting input on retention of the tax
2. The funds support police, fire, park & recreation and streets among others
3. Timeline is to have the question on the April 2019 ballot
4. Jenny Sawyer is the direct contact for questions regarding the tax
• BUDGET REVIEW
o Cindy Davis reported out on the budget
1. Fiscal year 2018 ended with $408.43 remaining in the HRC account
2. Budget for fiscal year 2019 is $5900.00
3. $100 invoice for photographer was carried over to 2019; therefore; current
available funds are $5800.00
4. Recommend the Commission participates in budget planning at the HRC Retreat
in February
• UNFINISHED BUSINESS
o Annual Report
A copy of the 2018 Annual Report was distributed to all Commissioners. Typically all
chairpersons contribute to the report but two committees were without chairs. C Conway
and Julia Mackewich worked on compiling the report. A motion was made by C Davis to
approve the Annual Report with the stipulation that spelling and grammatical errors be
corrected prior to submission. Second by J. Runyon. Vote to approve: 8-0
• NEW BUSINESS
o HRC Annual Retreat
The 2019 Retreat will be held at Front Range Community College on February 18, 2019 from
11:00 am – 4:00 pm. FRCC will provide lunch. The HRC will facilitate the retreat. Agenda
items and timelines will be compiled by Chair, J Mackewich. Send any agenda items to her.
o HRC Welcome Dinner
Vic Smith has offered to host a dinner on 1/24/19 to welcome the new HRC Commissioners.
This will be an informal get together and HRC business will not be conducted. Dinner will be
catered. Additional details to follow. Vote to use HRC funds for catering. Motion by C.
Conway. Second by Phil Walker. Vote to approve: 8-0

o Hate Signs in Fort Collins
A citizen of Fort Collins reported to City staff that in late December 2018 hate flyers were
posted by Identity Evropa in Greeley, Fort Collins, Breckenridge, Wheat Ridge, Arvada and
Cheyenne. This is reported as the second time hate flyers have been posted in the area.
Due to the lapse of time from the postings and the HRC meeting, the HRC proposes to write
a memo to City Council denouncing all forms of racism and hate in Fort Collins. This will be a
statement of belief rather than a direct response. An HRC member will also read the memo
during public comments at a City Council meeting. HRC will also compose a ‘soap box’
article to be submitted to the Coloradoan. J Mackewich will compose the memo and will
share with all HRC members for edits prior to submitting to City Council.
o MLK Day Celebration 1/21/19
The City of Fort Collins and CSU will celebrate MLK Day on 1/21/19. Day’s events include:
1. 9:30-10:30 am Service Project at CSU (LSC)
2. 11:00 am – 12:00 noon March from Old Town to LSC
3. 12:00 noon – 1:00 pm Keynote address in LSC Ballroom
4. 1:00- 2:00 pm Community dialogues
HRC members C. Conway, J. Mackewich, Eva Amason plan to attend. Will carry HRC
banner.
Suggestion to place discussion of HRC’s participation in the 2020 MLK Day Celebration on
the November 2019 agenda

• OTHER BUSINESS
o PowWow
Colleen Conway announced the planning meeting for the 2019 Pow Wow. The meeting will
be held on 1/16/19 in LSC at 5:00 pm. The 27th annual Pow Wow will be held 4/13-14/19.
o Elections
HRC elections will be held at the February (2/14/19) meeting
o Distribution of information
Carol Thomas forwarded the following information to all HRC Commissioners:
1. Ft Collins City Council 6 month calendar link
2. Minutes from the 2018 Retreat
3. 2019-20 Work Plan
• ADJOURNMENT
o P Walker motioned to adjourn the meeting. C Conway seconded. The meeting was adjourned at
7:29 pm.
