Individuals may comment on items not specifically scheduled on the hearing agenda, as follows:
• Those who wish to speak are asked to sign in at the podium.
• The presiding officer will determine and announce the length of time allowed for each speaker.
• Each speaker should state their name and address and keep their comments to the allotted time.
• Any written materials should be provided to the Secretary for record-keeping purposes.
• A timer will beep once and the time light will turn to yellow to indicate that 30 seconds of speaking time
remain and will beep again and turn red when a speaker’s time to speak has ended.
• CONSENT AGENDA
The Consent Agenda is intended to allow the Planning and Zoning Board to quickly resolve items that are
non-controversial. Staff recommends approval of the Consent Agenda. Anyone may request that an item
on this agenda be “pulled” for consideration within the Discussion Agenda, which will provide a full
presentation of the item being considered. Items remaining on the Consent Agenda will be approved by the
Planning and Zoning Board with one vote.
The Consent Agenda generally consists of Board Minutes for approval, items with no perceived
controversy, and routine administrative actions.

1. Draft Minutes for the P&Z October Hearing
The purpose of this item is to approve the draft minutes of the October 17, 2019, Planning and
Zoning Board hearing.
2. Planning & Zoning Board 2020 Work Plan
DESCRIPTION: All City of Fort Collins Boards and Commissions are required to submit an annu
work plan to the City Clerk’s Office, which summarizes work completed in the pr
year and planned projects for the next year. The attached work plan provid
information on the projects reviewed by the Planning and Zoning Board in 2019 a
areas of focus for 2020.

3. City Council Appeals Code Amendments
DESCRIPTION: City staff has drafted changes to the City Council appeals procedure
contained in City Code in order to clarify aspects of the appeals procedure
and to improve the appeals process. City staff is seeking a Planning and
Zoning Board recommendation to City Council regarding the changes.

PROJECT
DESCRIPTION:
This is a request for a Site Plan Advisory Review (SPAR) to build a charter
school on a 4.3-acre property at the southwest corner of Shields Street and
Harmony Road. The SPAR process allows the Planning and Zoning Board to
provide comments on the plan to the Poudre School District Board of
Education (PSD) per State statutes.
