CALL TO ORDER Chair, Hill, called the meeting to order at 5:32 PM 2. AGENDA REVIEW Hill stated there were no changes to the published agenda 4. CITIZEN PARTICIPATION None. 5. APPROVAL OF MINUTES Utter made a motion to approve minutes and Anderson seconds approval of the March 2019 minutes. There was not a meeting in April, therefore no April minutes are available to approve. UNFINISHED BUSINESS None. 7. NEW BUSINESS a. Update on Parking app – Keselburg Updated signage has/will be installed in parking areas. A reminder that a PIN is required to access the features of the app. A credit card is only required to pay from the app. b. Grant Street changed to diagonal parking Parking Staff & RP3 coordinator worked with Streets to determine space gain. After red curbs put in applicable areas at/around driveways, parking space gain would be minimal if changed to diagonal. Occupancy for this area, even less along Olive, was only 22%, with a max of 38%. RP3 standards is to be 70% occupied. At this time, it is not beneficial to change to diagonal spaces. 8. WHAT ARE OUR PRIMARY GOALS? a. Turnover and parking availability in all areas b. Know where to go and what to do c. Ability to park for varying lengths of time d. Updates  CCPS Speed bump project As of Friday, May 10th , permit holders were notified of installation, although slightly delayed. To be installed week of 05/13/2019. City worked with Martin/Martin Engineering to determine proper/best placement of shortened bolt sleeves to secure humps to garage floor. This was due to tension cables that run the length of each floor at CCPS. License Plate Recognition (LPR) Fixed System Parking staff planning site visit with Arvada to review their RTD Parking Structure which currently utilizes fixed LPR system. City structure LPR requirements would total; OTPS 4, FAPS 2, CCPS 6 f. FC Parking App Parking staff have done spot checks and have found similar discrepancies. Currently working with the vendor to verify accuracy of spots showing and actual available. The agreement with the vendor, Civic Smart, is 95% accuracy. In early February the vendor identified what they believed to be the problem at that time - the need to recalibrate for the weather, replace 107 sensors, and repair/ reinstall a total of 9 gateways; all of which occurred end of March/early-April. Once completed, validation occurred by the vendor and the information was available mid- April. Parking staff have since been reviewing reporting data and have performed periodic field studies and found both block and space accuracy to be inaccurate. Vendor contractor is currently in town, 05/13/2019 - he and Parking staff did a field visit to a few blocks. The blocks were within the 95% accuracy level; however, the actual space locations are inaccurate. g. House Bill 19-1298 EV  Parking Services is currently working with the CAO to draft matching language to traffic code. Details of HB19-298:  The bill authorizes the owner of a plug-in electric motor vehicle (EV) charging station to install a sign that identifies the station. If the sign is installed, a person is prohibited from: • Parking in the space if the vehicle is not an electric vehicle; and • Using the dedicated charging station for parking if the electric vehicle is not charging. 05/13/2018 – MINUTES Page 4  An electric vehicle is rebuttably presumed to not be charging if the electric vehicle is parked in a charging station and is not electrically connected to the charger for longer than 30 minutes. A person may park an electric vehicle at a charging station after the electric vehicle is fully charged in a parking lot: • That serves a lodging business if the person is a client of the lodging business and has parked the electric vehicle in the lot to charge overnight; • That serves an airport if the person is a client of the airport and has parked the electric vehicle in the lot to charge when traveling; or between the hours of 11 p.m. and 5 a.m. h. City of Greeley parking update  Pay to Stay • To stay longer than two hours, visitors can use Passport to pay for additional time. • Each hour after the first two hours is $2 with a maximum of $10 per day.  Parking Services planning site visit with Greeley  CivicSmart- CFC system for on-street sensors  Passport- CFC app i. Where to park Parking Services is working with Operations Services to inventory City owned/managed structures & surface lots j. How can we implement change?  Ideas • Pay to stay • Cheaper garage parking than street parking – Hill asked why are we waiting for data? Keselburg replied that it could be done now, but it’s better to do it later when we have more data. • After we compile the data, we will begin to have pilot programs around the City. 05/13/2018 – MINUTES Page 5 • Paid parking pilot – how do we choose where to pilot? • Identify and communicate long-term (all day and/or all night) parking • Using app to easily find on-street parking without cc or pin - Keselburg 9.
