I am writing to show my support for Sunshine House Early Learning Academy and their new school
proposed for 2482 Miles House Avenue, Fort Collins 80525.
All parents want peace of mind, knowing that their child/ children are well cared for while they work.
Studies show that high- quality, reliable and consistent care during children’s early years helps build firm
foundations for future academic success. Supporting high- quality care is an investment in the economic
stability of our community. According to the Early Childhood Council of Larimer County only 65% of
children needing full time care while their parents work are being served. Long wait lists at each of the
facilities in our town speak to the dire need for additional child care centers to be built in effort to
support the current population and projected growth of Fort Collins.
Sunshine House has been an amazing benefit to our family. When we were looking for care three years
ago, it was very difficult to find infant care. Our community is in desperate need of more childcare
centers that offer this without extensive waiting lists. I would not have been able to keep my job had
we not found an available spot at Sunshine house. The staff is so caring and attentive and they all seem
to know the kids’ names even if they aren’t in their own classroom. Our three year old has learned so
much not only academically but socially as well. To have a center that you want your children to go to,
just as much as the child wants to go, speaks volumes about Sunshine House.
My family and I appreciate your consideration for this project and for the investment in providing high-
quality care and education for our children.

My name is April Gerakos‐Rooker, I live near Timberline and Vine in Fort Collins, and have two young
children, aged 3 months and 2 years. I am writing to respectfully express my support for Sunshine House

support the current population and projected growth of Fort Collins.
We have experienced firsthand the urgent need for child care centers in Fort Collins. We relocated from
Denver to Fort Collins, in December 2016. I was six months pregnant with our daughter. As our
daughter’s birth approached, we thought we’d be “overly prepared” and seek out childcare even though
our daughter’s birth was another three months away. You can imagine our surprise to learn that all the
childcare centers in town had lengthy waitlists, the earliest openings being nearly ten months away. We
were stunned and dismayed – we wondered if we’d made the wrong decision in moving to Fort Collins
and wondered if we might need reconsider our relocation. Fortunately, our employers allowed us to
temporarily work flexible hours until we could find full‐time child care. We were able to get our foot in
the door with one day of support from Sunshine House and bide our time until a full‐time opening was
available. We were very fortunate. Many families and employers simply cannot afford that flexibility.
The opening of an additional child care center would greatly ease the burden of searching for a suitable
child care center for many of our local families.
Moreover, the opening of a Sunshine House Early Learning Academy – as opposed to any other child
care center ‐ would provide much more than a simple increase in the number of available childcare
openings. More importantly it would provide high‐quality childcare openings. Sunshine House Early

Learning Academies are known for being industry leaders in applying state‐approved curriculum to
enhance school readiness, social and emotional development, literacy, problem solving, and other
critical life skills – all while creating a cooperative collaboration between parents and truly dedicated
early childhood educators. Both our children have attended Sunshine House from age six weeks on. It
has been incredible to watch them thrive, meeting and exceeding their emotional, social, and
development milestones. Moreover, we are thrilled to have a place where we can take our children,
every day, that gives us total peace of mind that they will be safe, loved, nurtured, and challenged. I
believe every parent deserves the same opportunity and the opening of another Sunshine House would
provide that opportunity for countless families.
My family and I appreciate your consideration for this project and for the investment in providing high‐
quality care and education for our children.

Sunshine House has been an essential part of our family in the last two years. My husband and I choose
to make Colorado home while our parents live in different states. Without quality childcare, we would

center on the east side of town, is what we hoped for in our original childcare search and could not find.
We are looking forward to seeing our Sunshine House family closer to our home.
My family and I appreciate your consideration for this project and for the investment in providing high-

into the Jessup Farm/Bucking Horse area, we were thrilled that there was going to be a quality child care

Letter in support of Sunshine House Preschool

To Whom It May Concern:
While there remain many opportunities in Fort Collins to own a home or property
allowing one to garden, there persists a large demand for preschool to meet the needs
of a growing community of young families. Our values draw us to clean living, open
space, and our home, Fort Collins, the best place on Earth to raise a child. Wait lists for
preschools often grow long and in many cases prevent children from attending
preschool in their own neighborhood. I see this demand each day as I care for our young
families and their adorable children.
I am writing in strong support of the proposed Sunshine House Preschool. While many
may despair in the loss of a community garden, I believe the values of early childhood
education far outweigh those of growing food in one’s neighborhood. We must
prioritize our growing needs in a community of limited space. Our children must come
first!

Subject: Bucking horse day care proposal comments
I tried time and time again to ask questions tonight and finally gave up and left. Here are my concerns I
hope you will add to the record
Gino has orchestrated a bait and switch on the homeowners. If the city allows this to go through, it will
essentially be giving the green light to every developer to promise and lie to attract home buyers, and
then completely change course with impunity. It’s a terrible precedent.
The story Gino tells about the city’s desire for more daycare is a false narrative. There is limited scope of
available uses for parcels zoned urban estate. His selection of this use is purely financial.
The parking he is proposing is wholly inadequate. There are going to be 44 spaces for 200 cars? The use
case for a day care is this: 25 staff will occupy 25 spaces. Leaving 19 spaces. everyone arrives within a
short timeframe. Everyone must park, get their child out of the car, check the child in, drop off supplies,
conversation with staff, return to parked car and depart. There is no drop off lane for daycares.
Everyone must park. The implication is that Gino says the parking lot will only need to be nominally
changed. The reality, again a bait and switch, is that he realistically will need to at least triple the existing
parking lot. This is not even considering parking for a city park. But I am dubious that he will ever allow
that anyway so I am not addressing a non existent park.

I have sent other comments to Sylvia that I believe she forwarded to you to add to the public record. I
would like to add another, an excerpt from an article of an interview with Gino by builderonline.com
(https://www.builderonline.com/design/projects/colorado-development-focuses-on-high-density-
farming_o ) in 2015. I believe it is further evidence of the bait and switch so many of us feel. He waited
until all the lots have been sold before announcing this change in course, ensuring that maximum
revenue was derived by selling homeowners on the agriculture story. It’s despicable. All anyone has is
his word that he tried to make the farm viable but was unable and that residents were uninterested in
helping with time and/or money. When pressed for evidence of these claims, he admits he has none. It
is purely anecdotal.
“That reflects the design philosophy of Bucking Horse as a whole; it is designed to
integrate farming on a denser scale than most similar projects, Campana explains. "This
is not a 30-acre piece of land with houses wrapped around it. It really is intertwined into
the neighborhood."

All of the landscaping is engineered toward that end, with berry bushes, vegetable
gardens, and fruit trees planted throughout the community. The concept even carries
over to individual homes, where buyers work with the community landscape designer to
select the flora for their yard.

says. He has seen an overwhelmingly positive response to the agriculture-related
amenities. And buyers have been willing to pay 10% to 20% more than they would for a
similar home in a neighborhood without those offerings.”

Subject: Support for New Daycare Center @ Bucking Horse
Hi Sylvia!
I just wanted to write the city to express my support for a new childcare facility at Bucking Horse. Construction of our new home in
Bucking Horse will be complete in March '19. One thing that attracted us to Bucking Horse is the diversity of amenities. It is truly a
small community with-in the larger Fort Collins.
Affordable daycare facilities are severely lacking in Fort Collins and we are excited about the opportunity to add Sunshine House into
Bucking Horse. As parents it made our day when we heard the news. We will get more value as residents in the neighborhood from
an affordable daycare center than a farm, assuming Bucking Horse residents have some priority in selection of attendance. Our
eldest son went to pre-school at Sunshine House in Loveland and of all the places he has attended over the years (Primrose,
Windmill, KinderCare) Sunshine was by far the best and most affordable. I appreciate our neighbors who had a different vision that
they believe was promised to them. But visions change, as do community needs. I see this as an opportunity to update the vision to
not just have a daycare, but a first-class designed child-raising facility that families move into Bucking Horse for their kids to be closer
to.
If members of the community want a farm, I'm not entirely unsure there can't be both. Maybe not with major farm animals, but
large community gardens are a growing amenity that I think should certainly be considered near this daycare facility, and/or a
vertical farming greenhouse. A daycare could be styled with an exterior designed to look like a farmhouse to support the style, not
just a typical school looking facility. With our new home, there wont be a lot of space for a garden, but to have a nice space near the
daycare facility, that our boys can take pride in being a part of gardening in as they grow up, is something that interests us. The
garden can be something the daycare kids can be part of learning about. And the daycare may be able to financially contribute to
benefiting the gardens, and/or Bucking Horse community. Personally, I can't envision our family getting much value from a full
working farm as was originally described. That is a lot of work and expense. It is a nice thought, but not very practical in the middle
of Fort Collins.
Finally, regarding concerns about traffic from the daycare center. Having 2 boys, who have attended 3 different northern Colorado
daycare centers over the years, I can say from experience that traffic has rarely been an issue that I have seen. Kids are picked up
and dropped off throughout the day. I have rarely been to a center and had an issue finding a parking spot, and the more spots that
are added, the less of an issue this is. Obviously, the closer to Drake Road that the center is placed for convenience, the less cutting
through the neighborhood there will be. Our new house will be on Nancy Gray, so the more we can encourage the use of Drake for
daycare access to prevent driving through Bucking Horse, and anything that could be done for turn lanes on and off of Drake, the
better and less this is an issue, in my opinion.

Sylvia,
I just received letter in the mail about the proposed Sunshine House at Buckinghorse. How is it possible
it is zoned and approved for a farm and then can be acceptable to put a commercial building in its
place? Seems like a heck of a bait and switch to get the development pushed through the city and raise
the price on all the lots/homes to only in the end be staring at a commercial building.
My hope is the city rejects this proposal in its entirety. I happen to live in Rigden Farm where the
developers left a poor HOA foundation with infrastructure which did not work properly when it was
turned over to HOA. These progressive new residential communities sound great in theory but the
execution is not enforced. I believe in them, why I volunteer countless hours of my time to try and
correct the ship to make where I live a nicer place to be. In order for these to ever work properly the
developers need to be held accountable and to the standard at which was originally approved.
In the end, I believe in growth and do commercial construction for a living. This proposal makes no
logical sense given original approval and no surrounding commercial structures.

I had planned to come to tonight's neighborhood meeting regarding the proposed Sunshine
House Early Learning Center, but family issues popped up that will prevent my
attendance. Instead, I would like to share some of my concerns with the project in this note.
I live at 2739 Walkaloosa Way and have a direct view of the site in question. When we
purchased the home a year ago, we were impressed by the vision presented for the remaining
open space to our north and east. A working farm, horse pasture, community buildings, and
other such amenities were big selling points to us. There was never any mention of proposed
commercial operations, certainly not on the scale of the proposed daycare center. The simple
fact that an amendment to the proposed plan must be approved speaks to the change that this
entails.
Specifically, I am most concerned with increased traffic on Miles House Road, negative impacts
to property values in the neighborhood, a loss of neighborhood appeal, and the general fact
that this is a change to the plan for the community that we wanted to join.

Ted, Sylvia and Major Troxell,
I am writing to you tonight to express my concern at the mismanagement of the "Sunshine
House at Bucking Horse (#190001)" proposal, for which a community hearing has been
scheduled this evening, March 21, 2019 (Th).
I realize that this is arriving to your email box after all materials, supplemental or otherwise,
have been prepared and provided to the key decision makers. I also realize that you probably
will not get this email until tomorrow morning. Unfortunately, I am out of town and cannot
personally attend the hearing tonight, but I have copied a neighbor on this email to be verbally
shared at tonight's meeting in my absence.
My major concerns with the mismanagement of this proposal are the following:
• The volume of the errors / miscommunication for the timely inclusion of relevant critical
materials, such as:
o A comprehensive neighborhood survey showing disapproval of the Sunshine
House proposal by many of the residents of the Bucking Horse community.
• This was hand delivered to Sylvia at the 1st meeting in January 2019 and
was discussed during that meeting (and should be referenced in those
post-meeting notes). However, it was not included in a timely manner to
the board for review. I believe they have only recently received a copy of
those survey results. It would be difficult to fairly consider that much
data in such a short period of time.
o Letters to city members from Bucking Horse residents were not included in
review materials, and some of these letters arrived with sufficient time to be
included or shared with key decision makers several weeks ago. Deadlines were

communicated by Sylvia and Ted, per the city process, however several letters
that were submitted in a timely manner appear to have been missed.
• The bias demonstrated in an internal email wherein an internal colleague is asked if
there are any "official city policies that support or encourage development of child care
centers." In this email, Ted indicates that he saw "where opposition is on the verge of
spreading." This communication suggests a lack of neutrality for consideration and
presentation of this proposal by the hearing board. And please note there was a
concern about propriety expressed during the initial meeting in January 2019. At that
time, the resident was immediately assured that the community input would receive fair
consideration.
I will look forward to the decision made by the board, should one be made this evening. Please
note that pending the outcome of any board decision, I may reach back out to discuss any
additional concerns and formally request an appeal.
