1. CALL TO ORDER
Jessica MacMillan called the meeting to order at 5:35pm.

• Annie McFarland, an open space and recreation planner who is also a new citizen
to the area.

7. NEW BUSINESS
• Trail Head Park Design – Greg Oakes
• Design concepts for a 5.6-acre neighborhood park located on East Vine
Drive, near I-25 were presented. There have been three neighborhood
meetings held so far, the first was in December 2018, then in April and
September of this year. Meeting attendees were given green and red dot
stickers to place on picture boards to indicate which park features they did or
did not prefer. A lot of good input was gathered from this exercise. For
example, people wanted activities for teens and adults at the park and not
just a playground for kids. They also favored structural and natural elements
as well as the potential for a community garden area. The biggest concerns
with this location were traffic and parking. Three preferred concept designs
have been developed. Each design includes a loop walk, a great lawn area,
an activity deck and a play tower. The Park Planning and Development
department is currently working on construction documents with the
groundbreaking being scheduled for mid to late April 2020.
Board: What is the total budget for the park?
Staff: 2.8 million. Two million will go towards the build out and the rest will go
towards soft costs.
Board: Will you be hiring local companies?
Staff: Yes.
Board: Has the park been officially named?
Staff: No, but so far people have voted on the name “Trail Head Park”.

9. OTHER BUSINESS
• Recreation Update – Bob Adams
Winter mass registration was in November. Enrollments are up and revenue
was up as well with over $148,000 in registration fees collected during the
registration period of 11/12 thru 11/14. This includes 399 Reduced Fee

enrollments.
The Veteran’s Day breakfast was held at the Senior Center on November
11
th
with over 400 attendees.
The Holiday Artisan market was successfully held last Friday and Saturday at
the Senior Center. The Senior Center also has their Christmas tree and tiny
village set up.
Downtown Ice is up and running. Skating and skates are free this year, times
are on the DBA website.
Board: Did Recreation fund this so it can be free?
Staff: It is a gift; we want people to use the rink while it is there. We are paying
our staff to hand out the skates.
Board: How do they resurface the ice?
Staff: They don’t, it’s synthetic.
• Parks Update – Kendra Boot
Staff did an amazing job with snow removal efforts.
Rolland Moore Park racquet ball court conditions assessment is underway.
The infrastructure is falling apart, it has been vandalized and rocks have been
thrown on the roofs.
The holiday lighting ceremony was a success. The lights will be up until
Valentines Day.
The Irrigation Master Plan is now complete. It has been distributed through
internal groups and other City department stakeholders.
Forestry is working closely with Connexion. There are a lot of trees in the
public right of way where they are laying fiber. We have been attending safety
trainings with new City staff to teach them about our trees and other related
things.
Emerald Ash Borer update: There have been three new county detections
this year. The last was in September, southwest of Berthoud. It will be here
eventually. The predominant wind direction is helping us out for now. The best
time to treat the trees is when the leaves are on the trees in June and July. We
evaluated and updated diameters and condition of 7,806 ash trees on public
property. We will be using some of our budget next year to staff someone part
time to continue to implement our Emerald Ash Borer Management plan.
• Park Planning and Development Update – Greg Oakes
Poudre Trail Spur and Lancer Drive is 90% done, we are waiting on the
installation of the pedestrian bridge. The work is anticipated to be done in early

East Park District Maintenance Facility and Bucking Horse held a
neighborhood meeting in November. The red dot green dot exercise was done.
Feedback was positive even though the meeting was not as well attended as we
had hoped, mostly due to weather.
Project closeout is underway for the Poudre River Whitewater park.
The Reach 4 Feasibility Study is out now, and interviews will start in a couple
weeks. This study will prepare the updated costs and provide a feasibility report
for Reach 4 of the Poudre River Downtown Master Plan.
The Rossborough Park cyclo-cross pilot program is almost over, as of
December 10, 2019. A neighborhood meeting is anticipated to be held in
February or March to talk about the program and get feedback.
Eastside Park fundraising efforts by United Methodist Church have reached
$250,000.
A new restroom was proposed to utilize the City Park improvement funding.
The train is still under construction and will be stored when it is completed.
Strategies for fundraising for the train are currently being explored.
Board: Have you talked about the feasibility of using rubber wheels on the train?
Staff: This was brought up in 2012, it was denied because they wanted to keep
the historical factor.
