A regular meeting of the Liquor Licensing Authority was held July 17, 2019 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Show Cause Hearing for Siri Foods PVT, LLC dba
Bawarchi, 1611 South College Avenue,
Stipulation Agreement Approved
Paulusa Saiprasad, representative for Siri Foods PVT, stated he has agreed to the terms of the
stipulation agreement.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held in abeyance
for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of
an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented Siri Foods PVT, LLC dba Bawarchi, 1611 South College Avenue.

East Coast, 223 B Linden Street, Hearing
Stipulation Agreement Approved
William Chelales, representative for Celli, Inc., stated he has reviewed the proposed stipulation and
agreed with the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($610.91 fine paid in lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Celli, Inc., dba East Coast, 223 B Linden Street.
Show Cause Hearing for O & P, LLC, dba
Wine and Liquor Specials, 2439 South College Avenue,
Stipulation Agreement Approved
Brandon Sandberg, attorney representing O & P, LLC, stated he has had the opportunity to review
the stipulation agreement and is in agreement with it.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($1075.10 fine paid in lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for O & P, LLC, dba Wine and Liquor Specials, 2439 South College Avenue.

New Application from The Haunted Game Café, Inc., dba

3307 South College Avenue, Unit 107, Approved
Gary Sproul, representative for The Haunted Game Café, Inc., was sworn. He stated he has been in
business for several years and only recently decided to add beer and wine service to his business. Mr.

Sproul stated that he anticipates that alcohol sales will be less than 10% of his total sales. He stated he
does not have a patio and that all alcohol is stored in a locked cabinet. Mr. Sproul stated he has 6
employees and that all will be TIPs or equivalent trained before alcohol service begins.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. She briefly described the petitioning
process. Ms. Just stated that these results indicate strong support for this beer and wine license
application.
Judge Lane adopted Resolution 2019-018 approving a beer and wine license from The Haunted Game
Café, Inc., dba Haunted Game Café, 3307 South College Avenue, Unit 107 and 108.
New Application from Pinnacle Denver, LLC, dba
Wingstop of Ft. Collins, 244 North College Avenue, Suite 135, Approved
Joseph Sugrue, representative for Pinnacle Denver, LLC, was sworn. He stated he is located within
The Exchange but is not part of the Common Consumption Area. Mr. Sugrue stated each patron
ordering an alcoholic beverage will be required to provide valid identification to be served. He stated
any employee found in violation of the liquor code will be terminated.
Carol Johnson, representative for Esquire Petitioning, LLC, was sworn. She briefly described the
petitioning process. Ms. Johnson stated that these results indicate strong support for this beer and
wine license application.
Judge Lane adopted Resolution 2019-017 approving an application for a beer and wine license from
Pinnacle Denver, LLC, dba Wingstop of Ft. Collins, 244 North College Avenue, Suite 135.
