A regular meeting of the Liquor Licensing Authority was held May 15, 2019 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Show Cause Hearing for Tivine, LLC, dba
Island Grill, 2601 South Lemay Avenue, Suite 12,
Stipulation Agreement Approved
Ken Kuk, representative for Tivine, LLC, stated he has reviewed the proposed stipulation and agreed
with the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($1081.69 fine paid in lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Tivine, LLC, dba Island Grill, 2601 South Lemay Avenue, Suite 12.

Stipulation Agreement Approved
Sung Suh, representative for Suh Sushi, Inc., stated that he has reviewed the proposed stipulation
agreement and agreed with the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($200 fine paid in lieu of suspension), with 10 days held in abeyance
for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the service of
an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Suh Sushi, Inc., dba Suh Sushi & Korean BBQ, 165 East Boardwalk Drive.

Keith Smalley, representative for Cottonwood Liquors, LLC, stated that he has reviewed the proposed
stipulation agreement and agreed with the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($3028.52 fine paid in lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Tim Griggs, representative for Hop Grenade Foothills, LLC, stated that he has reviewed the proposed
stipulation agreement and agreed with the terms.
Assistant City Attorney Scurlock reviewed the terms of the stipulation, noting the Licensee agreed to
a 15 day suspension, 5 days served ($684.06 fine paid in lieu of suspension), with 10 days held in
abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1)(b)(I) prohibiting the
service of an alcoholic beverage to a person under the age of twenty-one years.

Samuel Erickson, manager applicant, stated he has been with this organization for 20 years and that
all employees have recently received training. He stated every employee involved in the sale and service
of alcohol must attend liquor service training annually7.

Bottomsly & Potts, 195 East Foothills Parkway of Samuel Erickson.

Brandon Sandberg, attorney representing Italian Restaurant Group, LLC, stated that there will be
changes to the premises or to the operation of the restaurant; patrons will not see any changes. Laura
Van Gieson, manager applicant, reviewed carding policies and that they conduct pre-shift meetings
for each shift. She stated she has been with Carrabba’s for 14 years and that this location has not had
a violation.
Judge Lane approved the transfer of ownership and manager registration applications from Italian
Restaurant Group, LLC, dba Carrabba’s Italian Grill, #605, 1212 Oakridge Drive.

Jasmine Henley, representative for Art by Jasmine, Inc., stated she has been teaching art classes at this
location ever since it opened 3 years ago. She stated she will be involved in the day to day operations

and that the entire staff will attend training. Ms. Henley stated every patron that orders an alcoholic
beverage must provide valid identification. She stated any employee found in violation of the liquor
code will be immediately terminated.
Judge Lane approved the transfer of ownership application from Art by Jasmine, Inc., dba Painting
with a Twist Fort Collins, 1112 Oakridge Drive, Unit 107.
New Application from Sofias, Inc., dba
The Chicken Coop, 1006 Spring Creek Lane, Unit B-7, Approved
Jose Ibarra, representative for Sofias, Inc., was sworn and stated he has 20 years of experience in the
liquor industry and that he hopes to be open within the next couple of months. He stated he completed
alcohol service training November 2018 and that all employees involved in the sale and service of
alcohol will be required to complete TIPs or equivalent training. Mr. Ibarra stated any employee found
in violation of the liquor code will be immediately terminated.
Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process
and that he did not receive one signature in opposition to this application. Mr. Scott stated this petition
indicates strong support for this application.
Judge Lane adopted Resolution 2019-014 approving a hotel-restaurant liquor license application from
Sofia’s Inc., dba The Chicken Coop, 1006 Spring Creek Lane Unit B-7.
