A regular meeting of the Liquor Licensing Authority was held November 20, 2019 in Municipal Court,
215 North Mason. Judge Kathleen M. Lane presiding.

Minutes from the October 16, 2019 meeting.
Liquor Enforcement Update
Liquor Enforcement Officer Ripsam stated Fort Collins Police Services conducted random
compliance checks:
November 11, 2019, visiting 20 liquor licensed establishments of which 1 served minors (failed
to request identification) thereby failing. She stated the failure rate was 5%.

Maya Cove, LLC, dba
Maya Cove, 2100 West Drake Road, Unit 1,
Stipulation Agreement Approved
Steve Fowler, representative for Maya Cove, LLC, stated he has agreed to the terms of the stipulation
agreement. Mr. Fowler stated the employee serving the underage operative was immediately
terminated.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15 day suspension, 5 days served ($447.17 fine paid in lieu of suspension), with 10 days

held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1(b)(I) prohibiting
the service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Maya Cove, LLC, dba Maya Cove, 2100 West Drake Road, Unit 1.

Stipulation Agreement Approved
David Timmons, representative for Dreamscape, LLC, stated he has agreed to the terms of the
stipulation agreement. He also stated the employee that served the underage patron was immediately
terminated.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15 day suspension, 5 days served ($978.89 fine paid in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1(b)(I) prohibiting
the service of an alcoholic beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as
presented for Dreamscape, LLC, dba Cheba Hut Toasted Subs, 925 South Taft Hill Road, #6.

Stipulation Agreement Approved
Robert Floyd, representative for Which One’s Pink?, Inc., stated he has had an opportunity to review
the stipulation agreement as in agreement. He the employee serving the underage operative was
immediately terminated.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 20 day suspension, 7 days served (beginning of business December 23 to close of business
December 29, 2019), with 13 days held in abeyance for one year for violating Colorado Liquor Code
Section 44-3-901(1(b)(I) prohibiting the service of an alcoholic beverage to a person under the age of
twenty-one years.

Stipulation Agreement Approved
Faiq Majeed, representative for T.M. Majeed, Inc., stated he has had an opportunity to review the
stipulation agreement and have agreed to it. Mr. Majeed stated all employees will be retrained and that
the violating employee was immediately terminated. He stated they have upgraded their license
scanning software.
Assistant City Attorney Scurlock reviewed the terms of the stipulation agreement, noting the Licensee
agreed to a 15 day suspension, 5 days served ($332.35 fine paid in lieu of suspension), with 10 days
held in abeyance for one year for violating Colorado Liquor Code Section 44-3-901(1(b)(I) prohibiting
the service of an alcoholic beverage to a person under the age of twenty-one years.

presented for T.M. Majeed, Inc., and 7-Eleven, Inc., dba 7-Eleven Store 13171A, 505 South Shields
Street.
Manager Registration Application from
Unity Hospitality, LLC, dba
Union, 250 Jefferson Street, Approved
Jennifer Beshore, manager applicant, stated she has been in the restaurant industry for 20 years and
that recently she was the general manager at Social for 6 years. She stated she is on premise 50+ hours
a week and that employees are required to card nearly every patron. Ms. Beshore stated any employee
found in violation of the liquor code will be immediately terminated.
Judge Lane approved the registration of Jennifer Beshore as manager of Union, 250 Jefferson Street.
Manager Registration Application from
Dimension Development Two, LLC, dba
Fort Collins Marriott Hotel,
350 East Horsetooth Road, Approved
Hank Van Orden, manager applicant, briefly described his background. He stated there are
approximately 25 employees involved with the sale and service of alcohol and that they are required
to be TIPs trained. Mr. Van Orden stated he completed TIPs training two days ago. He stated they
follow the TIPs recommended of carding patrons that order an alcoholic beverage that looks younger
than 40, are required to provide valid identification. Mr. Van Orden stated any employee found in
violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Hank Van Orden as manager of Fort Collins Marriott Hotel,
350 East Horsetooth Road.

Jessica Smith, manager applicant, briefly described her background. She stated she completed her TIPs
training in October. Ms. Smith stated only managers are allowed to sell alcohol. She stated alcohol
sales are a small percentage of their overall sales. Ms. Smith stated any patron that orders an alcoholic
beverage must provide valid identification. She stated they only serve beer at this location. Ms. Smith
any employee found in violation of the liquor code is immediately terminated.
Judge Lane approved the registration of Jessica Smith as manager Qdoba Mexican Eats #2053, 1104
West Elizabeth Street.
