Ofer Summary
Funding this ofer, which has been prepared in response to the City’s Leadership Planning Team (LPT)
request, will enable the City to conduct a records investgaton for oil and gas well sites within City
limits, and develop and begin implementaton of the monitoring plan.
The oil and gas industry in Colorado has experienced an unprecedented amount of growth since
2008, in large part due to newer hydraulic fracturing and horizontal drilling techniques that have
enabled extracton of resources from previously unproductve underground formatons.
In Fort Collins, oil producton pre-dated the recent increase in actvity. Actve development currently
contnues within City limits in an oil feld that was frst drilled in 1924. Currently, there are 10 actve
wells within City limits, of which 3 produce oil (no gas is sold from the Fort Collins feld). There are
also 20 Plugged and Abandoned (PA) or Drilled/Dry and Abandoned (DA) wells within City limits, of
which 10 are on future development sites, and 10 are located in previously developed areas.
The Colorado Oil and Gas Conservaton Commission (COGCC) is charged with regulatng the
development of mineral resources in Colorado. For older wells, the COGCC ofen lacks informaton
about precise well locaton, adequacy of the plugging and abandonment process at the tme, and
informaton regarding potental soil or groundwater contaminaton around abandoned well sites.
In 2019, this ofer would fund contractor support for a records investgaton, which would include
review of completeness and accuracy of COGCC records, the plugging and abandonment process used
for specifc wells, and associated oil and gas producton or storage infrastructure that may have
existed. This informaton would be used for development of a monitoring plan, to potentally include
air, groundwater, soil, and soil gas sampling. In 2020, funds would be used to begin implementaton
of the monitoring plan.

The inital records investgaton stage of this ofer will be based on similar work conducted by the
City of Longmont, with a focus on previously developed areas within City limits. For new
development projects, the City will work with developers to evaluate potental contaminaton
issues.

The City’s 2018 Legislatve Policy Agenda states that “Oil and gas extracton actvity and associated
health and environmental impacts are a concern for Fort Collins. Fort Collins residents have
expressed contnuing concern about the human and environmental health impacts from oil and gas
operatons, partcularly from the hydraulic fracturing treatment used on most Colorado wells.”

If potental air, water or soil contaminaton issues are discovered or suspected during the records
investgaton, the COGCC will be alerted. The COGCC responds to complaints about potental
contaminaton issues on an as needed basis, and as resources allow, through a Plugging and
Reclaiming Orphan Wells Program.

No staf tme is allocated in this ofer, but partal funds may be used to provide contractor support
for program coordinaton.

To date, there have been no known reports of concerns or complaints regarding abandoned wells
within Fort Collins City limits. Failure rates for abandoned wells are not well documented, but most
failures documented to date are due to gas, rather than oil, leaks. Part of this efort will include the
investgaton of the failure rates at oil wells similar to those in the Fort Collins feld.

Scalability and explanaton
Funding in 2019 ($25K) will support a records investgaton & development of a sampling/monitoring
plan. The inital sampling program will begin in 2020. Actual sampling/monitoring costs will be
determined based on the work performed in 2019. Estmated costs provided by Longmont for their
actve & abandoned oil & gas well sampling program were $16K/site. With this estmate, proposed
2020 funds ($48K) could cover up to 3 well site locatons of the 10 abandoned wells in future
development areas.
