PERIODIC REVIEW
WEDNESDAY, AUGUST 17, 2016
YOUTH ADVISORY BOARD
DATE: Wednesday, August 15, 2016
LOCATION: Foothills Activity Center at the Foothills Mall, Community Room
TIME: 5:30 – 7:00 p.m.
Present:
Katie Ko, Nicholas Lin, Betsy Pruznick, Vivian Bear, Roshini Narayana, Naitra Ramchander
Absent: Megan Ronquillo, Nela Mohan
Staff Present: Councilmember Ray Martinez and Christine Macrina, Boards and Commissions
Coordinator
1). Meeting called to order by Betsy Pruznick at 5:32 p.m.
2). Periodic Review discussion ensued with Councilmember Ray Martinez.
a. The board discussed their goal of “gathering information from, and otherwise
communicating with, other groups, organizations and agencies regarding youth-oriented
issues and problems.”
i. Pinwheels for Syria project in collaboration with the Loveland Youth Advisory
Commission occurred in 2016.
ii. Goals for the 2016-17 school year:
1. Determine whether the nearby communities of Greeley, Loveland,
Windsor, Denver, Colorado Springs, and Cheyenne had Youth Advisory
Boards (or other groups with similar functions) and if they would be
interested in doing a joint project or meeting with Fort Collins YAB.
2. Invite these boards, commissions, or other groups to have a joint
project or meeting with the Fort Collins YAB.
3. Successfully coordinate an event with these nearby communities.
iii. Nicholas Lin volunteered to contact these communities and will report back to
the Board on the September 7, 2016 meeting.
b. The board discussed their goal of researching the feasibility of a Community Chalkboard.
i. Current status of community chalkboard was reviewed.
ii. Goal for the community chalkboard for the 2016-17 school year:
1. Research the costs, benefits, and consequences of a community
chalkboard in pre-existing cities. Address some unfinished business
regarding the design of the board.
2. Present the findings to the YAB and come to consensus about decisions
that need to be made.
3. Create a proposal that provides details on the community chalkboard
that will be presented to Ray Martinez and eventually City Council
iii. Betsy Pruznick, Katie Ko, Naitra Ramchander, and Nicholas Lin will work on the
first step of the goal, and present their findings in a document on the October 5,
2016 meeting.
c. The board discussed their goal of “engaging with City Council”
i. Goals for the 2016-17 school year:
1. Review the AIS for the Social Host Ordinance
2. Discuss with the Fort Collins YAB at the next meeting, and possibly with
the Youth Advisory Boards of other communities at future meetings.
3. Collect information on what people think of the Social Host Ordinance
by asking peers at school or others living in our community. Compile this
“quote board” into a document that can be presented to City Council
when the Social Host Ordinance is reviewed.
ii. The entire board will review the AIS for the Ordinance for the September 7,
2016 meeting, and Vivian Bear will assemble a “quote board” for the opinions
about the Ordinance.
iii. Goal for the 2016-17 school year:
1. Visit the groundbreaking for the Twin Silo Park on August 29, 2016
2. Review the online plans for the park and develop an opinion on the park
to present to the board at the next meeting.
3. Create a document that summarizes our opinions of the park by the
October 5, 2016 meeting. Betsy Pruznick will compile this document.
iv. The board agreed to look at the City Council 6-month planning calendar and
look for meeting topics that may interest the board
1. Councilmember Ray Martinez suggested that the board might attend a
city council meeting and use the citizen comments section to introduce
the YAB to City Council.
d. Goal for 2016-2017 school year is to have a presence at the National League of Cities
meeting.
i. The board decided to research how other cities send their Youth Advisory
Boards to the conference and present the findings at the September 7, 2016
meeting.
e. The board and Ray Martinez discussed ways to make the meetings more effective
i. Councilmember Ray Martinez suggested the following:
1. Starting meetings at the time posted on the agenda and allowing
members who arrive late to join the meeting.
2. Include a start and stop time for the meetings on the agendas so that
members will know how long to expect to be at the meeting, in the case
that there are other schedule conflicts
f. The board and Councilmember Ray Martinez discussed ways to improve the
communication channels between the board and City Council.
i. Vivian Bear suggested that the YAB communicates directly with City Council to
eliminate the need for a messenger where information and time may be lost.
ii. Councilmember Ray Martinez stated that the YAB is always welcome to contact
him at any time.
3). Adjournment: Chair Betsy Pruznick motioned to adjourn at 7:03 p.m., Vivian Bear seconded
the motion. Motion unanimously passed.
