SUBJECT: Planning and Zoning Board Work Plan - 2018
During 2017, the Planning and Zoning Board continued to review a significant number
of development applications. Some notable projects included: Gateway at Prospect
Overall Development Plan, Copperleaf PDP, Colorado Early Colleges SPAR, Beebe
Christian School PDP, Talon Estates PDP 1-Year Extension, Blue Ribbon Auto Body
Paint Shop – Minor Amendment and Change of Use, Village Senior Cooperative PDP,
The Standard Apartments PDP, Harmony 23 PDP, Whitman Outdoor Storage APU,
Poudre River Whitewater Park PDP, The Standard Apartments PDP, Waters’ Edge
PDP, Harmony Commons Lot 2 PDP, 6020 S. College Storage PDP, Crowne at Old
Town North PDP, Spring Creek Place PDP, 112 W Magnolia - Wells Fargo Parking Lot
PDP and Modification of Standard, Timbervine Second Filing Minor Amendment, and
Lakeview on the Rise PDP.
One project review was appealed during the year.
In addition to regular project reviews, the Board made recommendations to City Council
on an amendment to the City of Fort Collins and Town of Windsor Intergovernmental
Agreement pertaining to the development of the Interstate 25/State Highway 392
Interchange to allow single-family residential as a permitted use on a portion of the
Windsor side of the Corridor Activity Center Overlay Zone, the Gateway at Prospect
Rezone, and six annexations: Blehm-Homestead Enclave, Lehman-Timberline
Annexation, Mail Creek Crossing Second Annexation, Interstate Land Holdings, and the
Newton First & Second Annexations.
In 2017, there was an effort to continue refining elements of the Land Use Code where
there is misalignment with City land use policy direction or to address unforeseen
circumstances. The Board recommended to City Council changes to several code
requirements, including the following items:
• Natural Resource Protection and Prairie Dog regulations
• Seasonal Overflow Shelters as an accessory use
• Increase in allowable project area for Affordable Housing projects
• Change of Use Standards and review process

• Short-term Rentals (VRBO/AirBnB)
• Construction Staging
• Interim Sign Code update (limited to content neutrality)
• Oil and Gas
The Board also spent a considerable amount of time reviewing three interrelated long-
range planning efforts that resulted in recommendations and final adoption by City
Council: Old Town Neighborhoods Plan & Design Guidelines, and the Downtown Plan
Update.
In addition to reviewing and evaluating development proposals, the Board will address
important land use policy issues during 2018, including:
City Plan Update – The community’s major long-range plan update, that includes
Land Use, Transportation and Transit components, will be in full swing during
2018. The Update will focus on land use issues associated with the community’s
growing affordable housing needs, strategies for reducing our carbon footprint
consistent with the Climate Action Plan, and retention of adequate land supply to
support anticipated job growth, transportation, and social equity.
Sign Code Phase 2 Update – A second phase to update the Sign Code will be
completed in 2018 that focuses principally on new regulations for electronic
message center signs, downtown signs, historic signs and further code
refinements based on recent court actions.
Downtown/Transition Areas Compatibility Standards - A 9-month project to
develop new form-based Land Use Code compatibility standards that implement
Downtown and Old Town Neighborhoods Plan policies will be completed in 2018.
Community engagement and the code work effort will be coordinated and work in
tandem with changes to the historic preservation code.
