A regular meeting of the Liquor Licensing Authority was held June 17, 2015 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved the minutes from April 15, 2015 and May 7, 2015.
Registration of Gerard Boyle as
Manager of Sonny Lubick Steakhouse,
115 South College Avenue, Approved
Gerard Boyle, manager applicant, stated he has been a resident of Fort Collins for 20 years. He stated most of that
time has been with CB & Potts. Mr. Boyle stated he supervises approximately 30 employees and that he works
50 hours a week. He stated Sonny Lubick Steakhouse are members of the Responsible Alcohol Retailers
organization. Mr. Boyle stated he intends to have his entire staff be TIP's trained by this fall. He stated any
employee found in violation of the liquor code will be immediately termianted and that he has a current copy of
the liquor code on premise.
Judge Lane approved the registration of Gerard Boyle as manager of Sonny Lubick Steakhouse,115 South College
Avenue.
Tastings Permit Application from S.& C Investments, Inc.,
dba Crystal's Liquor, 356 East Harmony Road, Unit 6C, Approved
Sapoon Kapoor, representative for S & C Investments, Inc., stated he has owned Crystal's Liquor for 8 years. In
response to questions from the Authority, Vishal Kapoor, employee, described the procedures they will follow
for tastings in .their store. Mr. Vishal I{apoor stated he circulated the petitions and received many favorable
comments in support of this application. He noted that customers responded favorably after seeing the sign
posted.
Judge Lane approved the tastings permit application from S & C Investments, Inc., dba Crystal's Liquor, 356 East
Harmony Road, Unit 6C. ,

Transfer of Ownership of The Black Market Tavern,
822 South College Avenue, from PK Restaurants, LLC to
Aloha Coffee, Inc., and Trade Name Change to Aloha Coffee and Grill, Approved
Jason Stall, representative for Aloha Coffee, Inc., stated they only have a few beers on premise and that they card
everyone who orders an alcoholic beverage. He stated any employee found in violation of the liquor code will be
immediately terminated. Mr. Stall stated he has been in the food business for thirty years. He stated he will contact
Deputy City Clerk Jensen to acquire a current copy of the liquor code.
Judge Lane approved the transfer of ownership of The Black Market Tavern, 822 South College Avenue, from
PK Restaurants, LLC to Aloha Coffee, Inc., and trade name change to Aloha Coffee and Grill.
Hearing on a New Application from Three Four Beer Company, LLC,
for a Brew Pub License at Three Four Beer Company,
829 South Shields Street, #100, Approved
Will Overbagh and Gregory McDaniel, representatives for Three Four Beer Company, LLC, were sworn. Mr.
McDaniel stated this location was a book store in the past. He stated he understands that 15% of their gross slaes
must come from the sale of full meals. Mr. McDaniel stated at first they expect to have less than 10 employees.
He stated they will card patrons ordering an alcoholic beverage that appear to be under the age of 35 will be
reuquired to provide a valid id. Mr. McDaniel stated he has experience handling visibly intoxicated patrons.and
that any empoyee found in violation of the liquor code is imeediately terminated.
Mr. Overbagh briefly described the petitioning process. He stated he that the application was well received.
Judge Lane adopted Resolution 2015-006 approving a new application from Three Four Beer Company, LLC, for
a brew pub license at Three Four Beer Company, 829 South Shields Street, #100.
Hearing on a New Application from Sapphire Events, LLC
for a Hotel -Restaurant Liquor License at
Sapphire Events (Fort Collins Museum of Discovery), 408 Mason Court, Approved
Connie Matsuda and Shawn Matsuda, representatives for Sapphire Events, LLC, were sworn. Ms. Matsuda stated
they are applying for a hotel -restaurant liquor license for the Fort Collins Museum of Discovery and any events
they book at the museum. She stated they hold a hotel -restaurant liquor license at the Lincoln Center and have
not had any issues. Ms. Matsuda stated that if there is always a manager on duty during these events. She stated
they are waiting for the Health Department to approve a portable bar they will be using. Ms. Matsuda stated the
Museum books the events and then the customer contacts Sapphire Events. She stated that these events will also
have food. Shawn Matsuda stated that most of these events will be held after hours. Ms. Matsuda stated any
employee found in violation of the liquor code will be immediately terminated.
Ellyn Just, representative for Aggie Agency, LLC, was sworn. Ms. Just briefly described the petitioning process
and that the results indicate a 98% approval rating.
Judge Lane adopted Resolution 2015-011 approving a hotel -restaurant liquor license at Sapphire Events (Fort
Collins Museum of Discovery), 408 Mason Court.

Hearing on a New Application from Velvet Files, LLC,
for a beer and wine license at Velvet Files,
224 Linden Street, Approved
Bonnie I'Brien and Elizabeth Qauinoga, representatives for Velvet Files, LLC, were sworn. Ms. Quinoga stated
that each patron will be limited to two alcoholic beverages. She stated they will require all patrons that wish to
consume an alcoholic beverage will be required to oprovie valid identification. Ms. Quinoga stated the owners as
well as all the employees will be tip's trained before opening. She stated she will maintain a curren copy of the
liquor code on premise.

Judge Lane adopted resolution 2015-012 approving a new applicaiton from Velvet Files, LLC, for a beer and wine
license at Velvet Files, 224 Linden Street.
