A regular meeting of the Liquor Licensing Authority was held January 7, 2016 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

David Lindsay, Liquor Enforcement Officer

Registration of Andrea O'Loughlin as
Manager of The Kitchen,100 North College Avenue, Approved
Andrea O'Loughlin, manager applicant, stated she supervises approximately 51 employees and works
50 hours a week. She stated that all the servers are required to complete TIPs training. Ms. O'Loughlin
stated any employee found in violation of the liquor code is immediately terminated. She stated she has
an assistant manager.
Judge Lane approved the registration of Andrea O'Loughlin as manager of The Kitchen, 100 North
College Avenue.
Request from J.J. Linden Street, LLC, dba The Blind Pig Pub,
to Change, Alter, or Modify the Licensed Premises at 214 Linden Street, Approved
James Wells, representative for J.J. Linden Street, LLC, stated they are hoping to add the second floor
to the existing licensed premises. He confirmed that their lease already includes the second floor. He
stated there is an existing commercial kitchen and will be used approximately 4 times a week.
Judge Lane approved the request from J.J. Linden Street, LLC, dba The Blind Pig Pub, to Change, Alter,
or Modify the Licensed Premises at 214 Linden Street.

Transfer of Ownership of 7-Eleven Store 26803,
2800 South College Avenue, from
7-Eleven. Inc., to Saiyan, Inc., & 7-Eleven, Inc., Approved
Kevin Coates, attorney representing 7-Eleven, Inc, stated there will be.no physical changes; that
customers will not notice any difference after the transfer. Mr. Coates stated 7-Eleven employees are
required to have a fresher course every year for selling 3.2% beer.
Judge Lane approved the transfer of ownership of 7-Eleven Store 26803, 2800 South College Avenue,
from 7-Eleven, Inc., to Saiyan, Inc., & 7-Eleven, Inc.
Transfer of Ownership of Taps Sports Bar,
165 Boardwalk Drive, from Taps Sports Bar, LLC, to
GDL Sports, LLC, Approved
Emiliano Contreras and Hector Galvan, representatives for GDL Sports, LLC, stated they have been in
the restaurant business for 25 years. Mr. Galvan stated there will be no physical changes to the premises,
menu will remain the same, hours of operation, as well as the employees will remain the same. Mr.
Contreras stated he will be the day to day manager and that he has completed training offered by Liquor
Enforcement Officer Lindsay. He stated he is responsible for training the staff. Mr. Contreras stated that
all patrons are carded when they order an alcoholic beverage. He stated he has experience with dealing
with visibly intoxicated patrons and has 3 assistant managers. Mr. Contreras stated that any employee
found in violation of the liquor code is immediately terminated. He stated he has a current copy of the
liquor code on premise.
Judge Lane approved the transfer of ownership of Taps Sports Bar, 165 Boardwalk Drive, from Taps
Sports Bar, LLC, to GDL Sports, LLC.
Hearing on a New Application from Mat -Foothills, LLC,
for a Hotel -Restaurant Liquor License at
Casa Del Matador, 341 East Foothills Parkway, Suite 110, Approved
Kevin Coates, attorney representing Mat -Foothills, LLC, stated they are ready to proceed. Brent David
Allison, area manager, and Jeff Marlow, manager for this premises, were sworn. Mr. Allison stated that
employees are required to card patrons ordering an alcoholic beverage are required to provide valid
identification. He described the violation the Casa Del Matador in Denver received and the changes they
have made to avoid future problems. Mr. Allison stated that employees are required to card any patron
ordering an alcoholic beverage that appears to be under the age of 40. He stated the hold shift meetings
2 minutes prior to the beginning of each shift to remind employees to be aware
of visibly intoxicated patrons and valid identifications. Mr. Allison stated food sales are 60% of their
gross sales and that any employee found in violation of the liquor code is immediately terminated.

Max Scott, representative for Oedipus, Inc., was sworn. He briefly described the petitioning process. Mr.
Scott stated this survey indicates a strong need and desire to issue this license and that the results are
normal, for this area.
Judge Lane adopted Resolution 2016-003 approving a hotel -restaurant liquor license from Mat -Foothills,
LLC, dba Casa Del Matador, 341 East Foothills Parkway, Suite 110.

for a hotel -restaurant liquor license at Square Beverage,
3500 South College Avenue, Unit #116, Approved
James Hoxmeier, representative for Square Beverage, LLC, was sworn. Mr. Hoxmeier stated they do not
intend to sell shooters or tobacco products and that they will not have neon lights advertising their
products. He briefly described the policies and procedures they will have in place with respect to their
employees. Mr. Hoxmeier stated that their business plan is to cater to patrons that shop at Trader Joe's
and Sierra Trading Post. He stated he has those two retail stores support for this application and that he
has been shadowing the owner of Uptown Liquors to learn about the business. Mr. Hoxmeier stated any
employee found in violation of the liquor code will be immediately terminated.
Debbie Tamlin, representative for the Square Shopping Center owner, was sworn. She stated she had
received at least 20 inquiries about this location for a retail liquor store and chose these owners.

Scott stated this survey indicates a strong need and desire to issue this license.
Judge Lane adopted Resolution 2016-002 approving a retail liquor store license from Square Beverage,
LLC, dba Square Beverage, 3500 South College Avenue, Unit #116.
