Staff Liaison: Aimee Jensen A regular meeting of the Liquor Licensing Authority was held February 4, 2016 in Municipal Court, 215 North Mason. Judge Kathleen M. Lane presiding. Staff in attendance: Bron-,vyn Scurlock, Assistant City Attorney David'Lindsay, Liquor Enforcement Officer Aimee Jensen, Deputy City Clerk Registration of Tom Anthony Theis as Manager of Applebee's Neighborhood Grill & Bar, 4306 South College Avenue, Approved Tom Anthony Theis, manager applicant, briefly described his background. He stated any patron ordering an alcoholic beverage must provide valid identification. Mr. Theis stated that if a patron orders a third drink, a manager is automatically notified to visit the table. He stated that when a cocktail order is entered into the register, the register reminds the employee to check the patron's id. Mr. Theis stated their policy is to card all patrons ordering an alcoholic beverage. He stated if any employee is found in violation of the liquor code is immediately terminated and that he has a current copy of the liquor code on premise. Judge Lane approved the registration of Tom Anthony Theis as manager of Applebee's Neighborhood Grill & Grill, 4306 South College Avenue. Hearing on a New Application from The Waffle Lab, LLC, for a hotel -'restaurant liquor license at The Waffle Lab,130 West Olive Street, Suite D, Approved Justin Brown and Erik Rohman, representatives fox The Waffle Lab, LLC, were sworn. Mr. Brown stated customers have requested alcohol be available. He stated they will be open from 7:00 a.m. to 8:00 p.m. Mr. Brown stated he anticipates their alcohol sales to be 15% of gross sales. He stated he has been in the restaurant business for 10+ years that also had full bars and that he is experienced in evaluating people for visible intoxication. Mr. Rohman stated they will do ServSafe training after they hire their entire staff and that he will be the onsite manager. He stated they will card any patron ordering an alcoholic beverage will be required to ,provide a valid id. Mr. Rohman stated he will be responsible for training new employees. He stated any employee found in violation of the liquor code will be immediately terminated. In response to a question from the Authority, Mr. Rohman described the premises and that they will wait staff specifically assigned to monitoring the patio. Mr. Brown stated they are making only minor changes to the premises from the previous tenants. . February 4, 2016 Mr. Rohman briefly described the petitioning process. He stated he was surprised with how many residents were familiar with The Waffle Lab. Mr. Rohman stated this application has been very well received. Judge Lane adopted Resolution 2016-001 approving a hotel -restaurant liquor license application from The Waffle Lab, LLC, dba The Waffle Lab, at 130 West Olive Street, Suite D. Hearing on a New Application from Brave New Wheel, LLC for a beer and wine license at Brave New Wheel, 105 East Myrtle Street, Approved Nathan Hope, representative for Brave New Wheel, LLC, was sworn. He stated they will only be adding 4-5 bar stools to allow customers to have a beer while their bike is being repaired. Mr. Hope stated that Brave New Wheel has become a local hang put for the neighbors. He stated they currently close at 8:00 p.m.,however, they may stay open later once they have this license. Mr. Hope stated he expects alcohol sales to be less than 10% of his gross sales. He stated that he and all his employees will be TIP's trained and that there is a minimum of two people working at any time. Mr. Hope stated any patron ordering an alcoholic beverage will be required to provide valid identification to be served. Nathan Hope briefly described the petitioning process. He stated he received a tremendous amount of support from the neighborhood for this application. Judge Lane adopted Resolution 2016-006 approving a beer and wine license application from Brave New Wheel, LLC, dba Brave New Wheel, 105 East Myrtle Street. Hearing on a New Application from Terrapin Enterprises, LLC, for a brew pub license at Poudre Keg, 253 Linden Street Approve Jim Kimball, representative for Terrapin Enterprises, LLC, was sworn. He stated he will be open for lunch and dinners and possibly Sunday brunch. Mr. Kimball stated he will likely have between 10-12 employees. He stated any patron ordering an alcohol beverage will be required to produce valid identification. Mr. Kimball stated he anticipates his food sales to be 30-40% of his gross sales. He stated he will have two assistant managers that will be on premise when he is not. Mr. Kimball stated the patio is easily visible from inside. He stated he will only be making cosmetic changes to the premises. Elly Just, representative for Aggie Agency, was sworn and briefly described the petitioning process. She stated she received many positive comments in support of this application. Judge Lane adopted Resolution 2016-008 approving a new application from Terrapin Enterprises, LLC, for a brew pub license at Poudre Keg, 253 Linden Street.
