A regular meeting of the Liquor Licensing Authority was held May 4, 201.7 in Municipal Court, 215
North Mason. Judge Kathleen M. Lane presiding.

Approval of Minutes
Judge Lane approved minutes from April 6, 2017 and April 10, 2017.
Show Cause Hearing for D Martin Group, Inc.
dba Elliot's Martini Bar,
234 Linden Street, Stipulation Agreement Approved
Linda Leonard, representative for D Martin Group, Inc., stated she has had a chance to review the
stipulation agreement.
Municipal Court Prosecutor Fink summarized the stipulation agreement. He stated the Licensee has
agreed to a 15 day suspension, 5 days served ($425.11 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating Colorado Liquor Code Section 12-47-901(1)(a.5) prohibiting the
service of an alcohol beverage to a person under the age of twenty-one years. The City received payment
at the hearing.
judge Lane approved the findings, conclusion and order accepting the stipulation agreement as presented
for D Martin Group, Inc., dba Elliot's Martini, 234 Linden Street.

Show Cause Hearing for Fort Flats, LLC.

2635 South College Avenue, Stipulation Agreement Approved
Mike Piotraschke, representative for Fort Flats, LLC., stated he has had a chance to review the stipulation
agreement.
Municipal Court Prosecutor Fink summarized the stipulation agreement. He stated the Licensee has
agreed to a 15 day suspension, 5 days served ($1362.60 fine paid in lieu of suspension), with 10 days held
in abeyance for 1 year for violating Colorado Liquor Code Section 12-47-901(1)(a.5) prohibiting the
service of an alcohol beverage to a person under the age of twenty-one years.
Judge Lane approved the findings, conclusion and order accepting the stipulation agreement as presented
for Fort Flats, LLC., dba Tortilla Marissa's, 2635 South College Avenue.
Temporary Modification of Premise Application from Fort Collins 8, LLC,
dba CB & Potts Restaurant & Brewery,
195 East Foothills Parkway on June 16, 2017, Approved
Rob Evanger, representative for Fort Collins 8, LLC, briefly described the temporary modification of
the premises and information about the event.
Mr. Evanger stated this event is from 5pm-10pm, June 10`h, 2017. He stated there will be outdoor sales
of beer/wine and food and that space will be fenced off and monitored with security. Mr. Evanger stated
there will be two entrances with staff monitoring and counting the number of patrons entering in and
out of the premises. In response to questions from Liquor Enforcement Officer Hahn, Mr. Evanger
stated they will use fencing with a minimum height of 4 feet. He stated his staff is trained to identify
visibly intoxicated patrons, that they will have live music until 9:00 p.m., employees will not be allowed
to consume while on duty and that patrons are limited to 1 drink per person.
Judge Lane approved the application from Fort Collins 8, LLC, dba CB & Potts Restaurant & Brewery,
195 East Foothills Parkway to temporarily modify the licensed premises on June 16, 2017.
Modification of Premise Application from Three Four Beer Company, LLC
dba Three Four Beer Company, 829 South Shields Street #100, Approved
Will Overbagh, representative for Three Four Beer Company, LLC, briefly described the proposed
changes. He stated this property is private property, therefore, an encroachment permit from the City
is not required. In response to questions from Liquor Enforcement Officer Hahn, Mr. Overbagh stated
he has submitted updated site plans for review, that the patio entrance is 10 feet wide and meets ADA
guidelines. He stated he received several comments in support of this modification.
Judge Lane approved the modification of premise from Three Four Beer Company, LLC, dba Three
Four Beer Company, 829 South Shields Street #100.

Transfer of Ownership of Residence Inn by Marriott,
from Dimension Development Two, LLC
to Rockies Hotel Management. Inc., at 1127 Oakridge Drive. Approved
AND
Transfer of Ownership of Courtyard by Marriott -Fort Collins,
from Dimension Development Two, LLC to Rockies Hotel Management, Inc.,
at 1200 Oakridge Drive, Approved
Kevin Coates, attorney representing Dimension Development Two, LLC, stated that there will be no
changes to either location and that this transfer will not be discernable to guests as this is only a change
to behind the scenes operations.
Judge Lane approved the transfer, of ownership of Residence Inn by Marriott, from Dimension
Development Two, LLC to Rockies Hotel Management, Inc., at 1127 Oakridge Drive and approved the
transfer of ownership of Courtyard by Marriott -Fort Collins, from Dimension Development Two, LLC
to Rockies Hotel -Management, Inc., at 1200 Oakridge Drive.
Transfer of Ownership of Genoa Coffee & Wine,
from Colorado Express & Wine, LLC to Fort Collins Espresso & Wine, LLC.,
At 2614 South Timberline Road # 101, Approved
Katherine Townsend, representative for Fort Collins Espresso & Wine, LLC, briefly described the
business, stating there are no changes to the licensed premises. In response to questions from Liquor
Enforcement Officer Hahn, Ms. Townsend detailed how alcohol consumption will be monitored on
their patio. She stated she will have her staff attend the Fort Collins Police's liquor service training.
Judge Lane approved the transfer of ownership of Genoa Coffee & Wine, from Colorado Express &
Wine, LLC, to Fort Collins Espresso & Wine, LLC at 2614 South Timberline Road, #101.
Transfer of Ownership of Cosmonoms, from Cosmonoms, LLC, to
Concept 1, and Trade Name Change to Sazerac New Orleans Bistro,
at 1003 West Horsetooth Road Unit A/B, Approved
Maurice Louis Couturier, representative of Concept 1, briefly described his business concept. He stated
he has only made cosmetic changes to the premises. Mr. Couturier stated he intends to attend TIPS
training and that staff will monitor patrons alcohol consumption.
Judge Lane approved the transfer of ownership of Cosmonoms from Cosmonoms, LLC, to Concept 1,
and trade name change to Sazerac New Orleans Bistro, 1003 West Horsetooth Road Unit A/B.

Hearing on a New Application from PS 150, Inc,
for a beer and wine license at Midici Ft Collins Co,
3581 East Harmony Road #170, Approved
Frank Brewster, representative for PS 150, Inc, briefly described the premises. He stated he will be an
owner/operator of the restaurant and that he anticipates alcohol sales 8-10%. Mr. Brewster stated the
focus is on the sale of meals and that the patio will seat of 20-25 patrons. He stated management staff
will be on site at all times. Mr. Brewster stated they will card any patron ordering an alcoholic beverage
that appears to be under the age of 35 and will be required to provide valid identification. He stated the
owners are not just financially invested, but will be in the restaurant regularly.
Mr. Rooster briefly described the petitioning and summarized the results. Exhibit 1-petitions submitted.
Judge Lane adopted Resolution 2017-012 approving a new from PS-1 50, Inc., for a beer and wine license
at Midici Ft Collins Co, 3581 East Harmony Road #150.
Hearing on a New Application from Snack Attack Speciality Sandwiches and Brews; LLC
for a beer and wine license at Snack Attack Specialty Sandwiches and Brews,
120 West Stuart Street, Unit A. Approved
Shawn and Lauren Storeby, representative for Snack Attack Speciality Sandwiches and Brews, LLC, was
sworn. He stated this is a fast casual restaurant and that both owners will be on premise. Mr. Storeby
stated all employees will be required to complete training will occur before opening. In response to
questions from the Authority, Mr. Storeby briefly described the location and that any employee found
in violation of the liquor code is immediately terminated.
Mr. Storeby briefly described the petitioning process and that they received many positive comments in
support of this application.
Judge Lane adopted Resolution 2017 - 013 approving a new application from Snack Attack Speciality
Sandwiches and Brews LLC for a beer and wine license at Snack Attack Speciality Sandwiches and
Brews, 120 West Stuart Street, Unit A.
