Transportation Board
2016 Annual Report
Mission Statement:
The goal of the Transportation Board is to promote the implementation of a balanced transportation
system that is consistent with the City sustainability goals and provides choice, mobility, access,
congestion mitigation and safety for all people while achieving:
1) Efficient and Effective movement of people and goods throughout the community;
2) A reduction in Vehicle Miles Traveled;
3) Enhanced mobility through emphasis of modal shifts.
Activity Summary:
The Transportation Board met for 12 scheduled monthly meetings during 2016.
Bicycle Advisory Committee:
The Bicycle Advisory Committee (BAC), a subcommittee of the Board, held 11 scheduled monthly
meetings. The Transportation Board formalized two-way communication with the BAC through monthly
reporting and joint acceptance of the annual BAC Work Plan. The Transportation Board acknowledges
the success of this partnership and its role in Fort Collins’ achievements as a Platinum Bicycle Friendly
Community.
Highlights:
The Transportation Board would like to highlight the following key areas where it had the greatest impact
in 2016:
Budgeting for Outcomes
Throughout 2016 the Transportation Board was involved in the Budgeting for
Outcomes process, resulting in the adopted 2017-2018 Budget. Early in the year
the Board discussed the process and opportunities to impact outcomes with the
Budget Manager and PDT Deputy Director. Staff provided updates at each key
stage of the process, and the Board provided written recommendation to Council
regarding the draft budget. The Board is pleased to note that the top priority
identified in that letter, Transfort Sunday Service, was moved above the line in the
adopted budget.

Transportation Policy
During 2016 the Transportation Board was involved in a number of key policy
discussions, providing valuable feedback to staff and City Council. These
interactions ranged from a discussion of regional priorities such as I-25 funding
and implementation, to recommendations on local issues such as downtown
parking, congestion management, and updating the transportation capital
expansion fee.

• Traffic Code Change: Parking in Bike Lanes (Board support)
Discussion items included:
• Ensuring Equity in Safe Routes to School
• Congestion Management Efforts
• Interstate 25 developments
• Adequate Public Facilities Ordinance Update
• Impacts of Emerging Transportation Technologies
Land Use and Transportation Plans
One of the Board’s core duties is to review and
provide feedback on land use and transportation
plans. 2016 was a year full of planning efforts, and
the Board remained engaged in a number of projects
from initial visioning through development of a
preferred alternative and recommendation for City
Council.

Acknowledgement:
The Transportation Board acknowledges and commends the excellent presentations by Planning,
Development, and Transportation departments including Engineering, FC Moves, Community
Development and Neighborhood Services, Traffic Operations, Streets, and Transfort. Other presenters
included the City Budget Office and the North Front Range Metropolitan Planning Organization.
