I represent the Marang Trust, owner of the property at 3303 Wagon Trail, and will not be able to attend the scheduled December 14 meeting. I offer my comments via email in leu of attendance. The Marang Trust is opposed to the development detailed in the “Concept Plan”, (sign number 369), found at: https://www.fcgov.com/developmentreview/pdf/neighborhood- mtgs/trail_head_townhomes_site_plan.pdf?1502481045 1. The proposed development appears to be ‘low density’ in name only. A reasonable person viewing the “Concept Plan”, packing 89 town home apartments into tracts F & G, would not conclude this is low density. Looking at the attached Fig1.png image, you will note that proposed building group C1 is very nearly the size of Lot 8 across the street, evincing a four to one dwelling ratio. 2. Potential excessive vehicle density. Each town home apartment is said to have a two car garage. Each resident of driving age is likely to have a vehicle. Not all of these potential vehicles will be of such size as to be able to be garaged and therefore parked on the street. 3. Potential excessive traffic on ancillary roads. The current “Concept Plan” indicates egress/ingress to tract F & G is to be from an extended Green Lake Drive. As currently proposed, Green Lake Drive would connect to Wagon Trail Road, Greenfields Drive, and Campfire Drive. Wagon Trail and Campfire are narrow streets and will not adequately accommodate the additional vehicle traffic especially during peak times. The Marang Trust recommends the following revisions to the “Concept Plan” for development of tracts F & G: 1. Reduce the dwelling density by a third to half. This will allow for additional parking, more green space and generally a better quality of life for the town home apartment residents and well as the existing Trail Head residents. Citizen Letter – Trail Head Townhomes 2. Configure engress/ingress to tracts F & G such that town home apartment residents have direct access to East Vine Drive as well as Greenfields Drive. Wagon Trail and Campfire are too narrow to safely accommodate the additional traffic. Tract F & G should not connect with either Wagon Trail or Campfire. Greenfield Drive is substantially wider and can easily accommodate additional traffic. The Marang Trust is opposed to the development of tracts F & G as detailed in the “Concept Plan”. Sincerely, Kiko and Jeanette Haro Owners Butters AM Eatery Citizen Email 2 – Union on Elizabeth Hi Jason, After last weeks meeting Christian and I would just like to again express our concern about the chronic under parking of multifamily projects in this corridor and throughout Fort Collins. We know first hand because we are now spending upwards of 15,000 dollars annually to control parking poachers from LoKal and the District in our properties at 1335 West Elizabeth and 1228- 1232 West Elizabeth street. We recognized that these enormous properties are pro forma driven REITs that have worldwide investors to keep happy but we, the residents and local investors of Fort Collins, have to live and work here long term and these types of projects cause our tenants real dollars. Many people have and will continue to say " but this only makes your property more valuable because some future developer can put 6-7 stories on it". We are those future developers and at best our redevelopment will be four stories and fully parked. Case in point is our Westpark property across the street at 1335 West Elizabeth- 2 stories(28 units) multi use with 112 parking spots and we STILL have complaints about our parking- but managing the poachers is now a full time job. We are also currently building 808 West Prospect which was originally approved at 4 stories, we down sized it to 3 stories in order to create less impact to the surrounding neighborhood and in order to OVER park the property. 61 units with 88 parking spots! It is doable, yes the numbers aren't as sexy, but it is doable. Instead of 6 million dollars a year in gross revenue perhaps EDR will only realize 4million but trust me, they can make it on that. Please understand, we have known Dino for years and this is a very hard place to be but 100 beds less is not going to kill this deal but 100 more cars without parking spots will have a terrible impact on this corridor and surrounding neighborhoods. Calculation forms are provided in Appendix B. The West Elizabeth/Shields intersection will meet the City of fort Collins Motor Vehicle LOS Standard in the morning and afternoon peak hours, except the northbound left-turn movement in the afternoon peak hour. The long range (2035) operational analyses are used for planning and informational purposes only. It is concluded, based on the revised phasing at the West Elizabeth/Shields intersection, the West Elizabeth/Shields intersection will meet the Coty of Fort Collins Motor vehicle LOS standard in the short range (2022) future with the development of the Union on Elizabeth. Therefore, a variance request for the northbound left-turn movement at the West Elizabeth/Shields intersection is not required. It is respectfully requested that no further transportation analyses be required for the proposed Union on Elizabeth.
