HomeMy WebLinkAboutSenior Advisory Board - Minutes - 01/11/2017City of Fort Collins Senior Advisory Board AGENDA Wednesday, January 11, 2017 11:30 a.m. Fort Collins Senior Center 1200 Raintree Drive Fort Collins, Colorado 80526 Mission: The Senior Advisory Board shall serve in an advisory capacity y to the Fort Collins City Council on programs and policies that help aging citizens live full and interesting lives and continue to contribute, participate, and share in the life of the community. I. Call to Order 11:31 am III. Discuss transition of chairperson, vote to occur in July IV. Administrative Items 10 min A. Attendance B. Approval of Minutes for December, 2016 Sarah moved to approve, Nancy seconded, all approve per vote C. Correspondence D. Update on SAB Activities of the last month V. Public Participation 10 min Keith Gilmartin: issue with City leadership named on handout, IGA created by City manager with Poudre Fire Authority. He has also spoken with council liaison prior to this meeting. Nancy Lutrop “Why are seniors more affected by this than anyone else?” Keith seniors are not more affected. I am here to take advantage that you are seniors. City government don’t listen. Diane – I don’t know where to go with this. IGAs contain a lot of information. This sounds like a legal issue and I don’t have the expertise to decipher this. In order for this board to recommend anything to the City Council we need to fully understand this. Nancy – “we should approach Gerry Horak and look into more detail” Keith – I believe they usurped a review by the council Nancy – we need to know why. I don’t know how we can be helpful. Keith – you have the ability to create a subcommittee to take a look at if we should be involved. You are authorized to bring in outside expertise to look at this. Diane – this sounds like we should get a legal opinion. Sarah – this is a fundamental issue that is more zoning or easement. Our board focuses on senior issues. Katie – are their City personnel or city council that would be more appropriate to speak with. Keith – I have spoken with Gerry Horak, I have looked into but not spoken with citizen review board. Handout lists how you can examine as a board. I understand that the board has to present as a whole. Diane – we exist as an advisory board. I would suggest that you go to the public participation at the next City Council meeting. I don’t think it is true that we can have a subcommittee and investigate on something beyond our knowledge. Keith – property is in growth management area, in the county, even though I technically have a Fort Collins address. You can look at this from a senior citizen’s point of view. Diane – this appears to be outside our scope. This appears to need a legal opinion. I would advise going to public participation at City Council session. Nancy – “help me understand why this happened”, “underlying note that lots of things that happen at library and senior center have been taken away.” “Get some legal help” VI. Review 2017 Annual Report 10 min Diane is still completing. Will send out via email. VI. Speakers 30 min A. none scheduled as of this posting a. Discussion on Gino Campana presenting to us. Will do so in February. He suggested creating a list of resources. Katy Mason and Sue Ballou are good resources. How does this board get involved other than busy work. Our part of the conversation is what are those items we can get involved in? PAFC is looking at affordable housing. Let’s get involved with them. Do we suggest things the City isn’t aware of, start that list, and create an elevator speech to constantly share. What are the 3 or 4 key points we want to share. b. What do we want to talk with Gino about: affordability, accessibility, suitability? All problems of this nature are not going to be solved by building something new. Retrofit existing housing? Co-housing. How do we share ideas? c. Gosha – idea - review by a board of seniors regarding senior livability of senior focused housing. d. Developers given stipulation of folding in a certain number of affordable housing in “regular” complexes” e. Fold access to transportation into housing consideration. f. Thoughts on unconventional ways to make housing more affordable. Taxes, fees spread out over a year vs. lump sum. g. Sarah to share questions and topics with Gino in advance. VII. Updates 10 min A. Partnership for Age Friend Communities – new liaison; see below B. Senior Transportation Coalition - Diane Smith C. Affordable Housing – Nancy Luttropp, PAFC liaison D. PAFC steering committee - Myles Crane E. PAFC culture of aging committee F. PAFC health and wellness committee G. City of Fort Collins Affordable Housing, 1 st Thursday, 4 pm, City Hall; Sarah Schilz H. City of Fort Collins Transportation, 3 rd Wednesday, 6 pm, 215 N. Mason community room, Suzanne King VIII. New Business – Brief Discussion of Any Issues of Concern 15 min A. Education B. Outreach C. Advocacy D. New committee in the area regarding transportation for seniors and those with disabilities per Jason B. And is contracting a taxi service okay to use for transporting people with needs? Suggestion to put this topic onto March agenda. E. Myles helping to develop career opportunities for seniors with CSU assistance. Also February 9 event in Longmont hosted by Encore Performance. IX.
