Staff is seeking to inform the Board about a proposal to amend the Harmony Corridor Plan, and to receive preliminary input from the Board as a part of the public process. The Board will be required to make a recommendation to City Council at a later hearing, with that date yet to be confirmed. Project Description: This is a proposed amendment of the Harmony Corridor Plan along with its corresponding Standards and Guidelines. The amendment involves the ‘Gateway Area’ on the west side of the I-25 interchange where Harmony Road enters Fort Collins. The proposal is initiated by the owner of property totally 266 acres which comprises almost the entire southwest corner of the interchange. The proposal involves two different half-mile areas between Harmony and Kechter Roads. The south half is 126 acres; the north half is 140 acres. The proposal centers around two main plan changes: 1) Amending the plan to create a new ‘Gateway Area Activity Center’ land use designation. This proposed designation would reduce the plan’s current emphasis on non-retail employment uses, from 75% to 25%. The point tis to allow a corresponding increase in retail commercial uses along with residential uses in a walkable mixed-use ‘park once’ place. 2) In the south half, change the current land use designation from ‘Rural Lands Edge’ to the new ‘Gateway Area Activity Center’ land use designation. To approve an amendment, Council must find that: 1) the existing Plan is in need of the proposed amendment; and 2) the proposed amendment would promote the public welfare and be consistent with the vision, goals, principles, and policies of City Plan. Why Amend the Plan? The existing 1991 plan stated the need for further work to set a strategy for the 'Gateway Area'. The proposed plan amendment would update and clarify the vision and policy to fulfill this need and guide potential future development in the area. It would reflect decades of change and new information since the original plan. Staff will look forward to presenting and discussing the issues and questions at the worksession.
