Board Absent: Andrew McKinley OTHERS PRESENT Staff: Carol Webb, Katherine Martinez, Liesel Hans, Ken Sampley, Adam Jokerst, Dan Evans, Abbye Neel, Kevin Gertig, and Jon Haukaas. Members of the Public: None Meeting Convened Chairperson Bovee called the meeting to order at 5:32 p.m. Public Comment None Approval of April 20, 2017 Board Meeting Minutes Board Member Michael Brown moved to approve the April 20, 2017 meeting minutes. Board Member Phyllis Ortman seconded the motion. Vote on the motion: It passed unanimously 7-0 with 1 abstention. Board Member Rebecca Hill abstained due to her absence at the April meeting. Board Members Lori Brunswig and Jason Tarry were not present for the vote. Board Members Jason Tarry and Lori Brunswig joined the meeting at 5:35 p.m. and 5:45 p.m. Staff Reports Water Efficiency Program/Annual Report (Attachments available upon request) Waters Conservation Manager Liesel Hans provided an overview of Water Conservation staff, Water Efficiency Plan, 2016 Water Conservation Annual Report, reporting requirements of HB10-1051 on water use and water conservation data, and future of Water Efficiency Planning. 2 Water Board Minutes June 15, 2017 Discussion Highlights Board members commented on and inquired about various related topics, including whether the Colorado Water Conservation Board provided funding for the two staff members added in the 2016 City budget (it did not); how the statistics of 78 gallons per person per day and 130 gallons per capita per day are calculated; the reasons for increased water conservation in the community; and land use and commercial development. A board member shared good news about a citizen asking Utilities to check on a possible leak; Ms. Hans explained the Continuous Consumption program for customers in single family homes. Water Resources Monthly Report (Attachments available upon request) Water Resources Project Engineer Adam Jokerst provided the Water Resources update: wetter and cooler than average in May; dry and without much rain in June. May had 4.43 inches of moisture from the mid-month snowstorm, which brought Colorado-Big Thompson reservoir storage to 127% of average. Snowpack is about melted out; as a result, the Poudre River peaked last weekend at 3,570 cubic feet per second (cfs). Normal El Niño conditions are expected by the end of the year. Discussion Highlights A board member inquired about the peak pumping capacity for the proposed Northern Integrated Supply Project diversion; Mr. Jokerst stated it is 1,200 cfs. Halligan Quarterly Report (Attachments available upon request) Water Resources Project Engineer Adam Jokerst reported that the Halligan Reservoir enlargement project’s Environmental Impact Statement (EIS) is about 75% written at this point. Staff completed three technical reports in the first quarter of 2017; 23 of 26 technical reports that form the basis of the EIS are finished. City staff met with legislative representatives to provide project updates and revised the report format and website www.fcgov.com/halligan. The EIS is scheduled to be completed by end of 2017. This schedule is at the Corps’ discretion. Discussion Highlights Board members inquired about various related topics including remaining work to be completed for the EIS, the relationship of NISP to Halligan (the two projects are separate and have different project managers), and the City of Greeley’s Seaman Reservoir project and Fort Collins’ Halligan Reservoir project (the two projects are separate but will share an EIS). Stormwater Master Planning Update (Attachments available upon request) Water Systems Engineering Manager Ken Sampley gave an overview of stormwater programs and projects, and an update on the flood warning monitoring system.
