Re: 2013 Annual Report: Planning & Zoning Board
Chair Andy Smith and Vice-Chair Gino Campana were elected in January and new Vice-
Chair Jennifer Carpenter elected in May (when Mr. Campana was elected to City Council).
In 2013, the Planning and Zoning Board held 12 regular and 4 special hearings, taking
action on an average of 5 items per meeting. The agenda ranged from one to nine items.
The Board also held 12 work sessions. There was one Board retreat in 2013.
The Development Review agenda items for the year totaled:
4 Overall Development Plans (including amended plans);
17 Project Development Plans;
1 Additions of Permitted Use;
18 Modification of Standard (to Project Development Plans);
0 Re-zonings;
2 Annexations totaling approximately 126.818 acres;
5 Major Amendments;
7 Site Plan Advisory Reviews;
4 Extension of Final Plan.
The Board provided recommendations to the City Council on the following items:
• 3 Mile Plan Update
• Student Housing Action Plan
• Eastside/Westside Character Study
• PDOD (Planned Development Overlay District) Pilot
• Midtown Urban Renewal Plan Amendment
• Colorado Water Conservation Board Floodplain Regulation Adoption
• Midtown Plan
• Land Use Code - 2013 Annual Revisions, Clarifications and Additions
• Land Use Code Amendment(s) – Removal of Election Signs, Ecological Value of
Non-Native Trees & Tree Mitigation Radius, Parkway Landscaping Amendments,
Definition of Large Base Industry, Extension of PDOD Pilot, Transit Overlay

Planning and Zoning Board Decisions appealed to City Council:
• Mall Redevelopment (Feb 2013) – Council overturned the Board’s decision
related to granting a modification and modified adding a new condition to that
approval which requires that electronic message center signs must comply with
the manner of display required in Section 3.8.7(M)(4)(c ), Resolution 2013-028.
• Carriage House Apartments – Decision Upheld, Resolution 2013-052
• MAX Flats – Decision Upheld, Resolution 2013-054
