POUDRE RIVER WHITEWATER PARK (PDP160039) - DEVELOPMENT REVIEW • BOARD TOPICS o DESIGN REVIEW SUBCOMMITTEE PROCEDURES o 2017 ELECTION OF OFFICERS • OTHER BUSINESS • ADJOURNMENT Landmark Preservation Commission DATE: STAFF: February 8, 2017 Maren Bzdek, Historic Preservation Planner Tom Leeson, Director, Comm Dev & Neighborhood Svrs WORK SESSION ITEM Landmark Preservation Commission SUBJECT FOR DISCUSSION DESIGN REVIEW SUBCOMMITTEE PROCEDURES EXECUTIVE SUMMARY The purpose of this item is to discuss options for using the Design Review Subcommittee of the Landmark Preservation Commission to review development proposals that affect historic resources. BACKGROUND / DISCUSSION The Landmark Preservation Commission may wish to employ a Design Review Subcommittee to provide review comments on project compliance with Land Use Code Section 3.4.7. Options for practical application of this opportunity should be considered to provide direction to staff for future projects that require a recommendation from the Commission. 2.1 Packet Pg. 2 1 LPC 2017 WORK PLAN (Revision) prepared by Doug Ernest, February 2017 New Initiatives: 1. The primary item on the LPC's 2017 work plan is a comprehensive review of historic preservation codes and ordinances, to commence in January 2017. The LPC will work closely with staff and the consultant team to identify improvements and recommend code revisions for adoption by Council. 2. In 2017 Commission members will participate in dialogue and activities organized by a Fort Collins-Loveland task force on compatible infill development. 3. Throughout 2017 the Commission will help to promote the positive and unique character of Fort Collins through historic property survey and landmark designation, and through design review of landmark properties. In Q2 2017 the LPC will hold final public hearings and make recommendations on eligibility findings from the State Historical Fund sponsored survey of the 312 property Loomis Addition. The Commission will further identified survey priorities for the next grant application. 4. For 2017 the Commission has requested that staff pursue a study of an expansion of the Old Town Historic District within the Downtown Commercial Core. 5. The LPC will look for new opportunities to partner with community organizations to promote Fort Collins' sense of place through historic preservation. 6. Commission members will pursue a "City Council Buddies" concept envisioning that Commission members will select one or more Council members for regular visits and consultation. Ongoing Programs: 1. The LPC will continue to preserve and enhance significant community character by reviewing proposed alterations and demolitions of historic and older buildings, and new developments affecting historic properties. In 2017 the Landmark Preservation Commission will promote incentives for context-sensitive design and for promoting the sustainable retrofitting of older buildings through the increasingly popular Design Assistance and Zero Interest Landmark Rehabilitation Loan Programs. 2. The LPC strongly supports the Economic Health Outcome Area by working to maintain Fort Collins' character that drives much of its desirability, and by leveraging residence investment in maintaining and improving their neighborhoods and communities. In 2017 the Commission will ensure compliance with Certified 2 Local Government (CLG) requirements, thereby enabling the City to receive funding from federal grants for historic preservation projects and for Fort Collins citizens to participate in the Colorado Tax Credit for Historic Preservation program. 3. In 2017 the Commission will continue to promote sustainable building practices and energy conservation measures that reduce greenhouse gas emissions through its review processes and funding allocations. Additionally, zero interest loans for property maintenance and rehabilitation and the design assistance program help low and moderate-income citizens to be able to afford cost-effective repairs and improvements to their properties. 4. The LPC will continue its ongoing community outreach programs, including the Friend of Preservation Awards. 5. Based on a successful pilot program in 2015-2016, LPC members and staff will again offer a continuing education course for Fort Collins real estate agents who wish to learn more about buying, selling, and maintaining eligible and historic properties in the Old Town neighborhoods.
